Abstract
تهدف هذه الدراسة للبحث في العلاقة بين الإدارة المحلية وتنمية الموارد البشرية في بلدية المسيلة حيث تم تصميم استبيان من قبل الباحث لتغطية جميع متغيرات الدراسة وتم توزيعها عى عينة من موظفي بلدية المسيلة ، حيثحاولنا في الدراسة الميدانية معرفة الارتباط بين سياسات الإدارة المحلية وتنمية الموارد البشرية حيث تم التوصل ان للإدارة المحلية دور مهم في تحقيق عملية تنمية الموارد البشرية..

Abstract
The goel of thisstudyis to researchbetween the local administration and the humanresourcesdevelopment in the municipality of M’sila. A questionnaire wasdesigned by the researcher to cover all the study variables and wasdistributed to a sample of MaseelaMunicipality staff. In the fieldstudywetried to identify the correlationbetween local administration policies and humanresourcesdevelopment, The conclusion that local administration has an important role to play in achievinghumanresourcedevelopment. .
