Abstract
Due to the importance that human resources acquire in improving the quality of public
service, institutions seek to develop strategies and plans that ensure their development and
excellence through the selection, appointment, formation, training and motivation of their
members, so we dealt with the subject of our study on human resources importance in
improving public quality service, by addressing two parts, a theoretical part through a
comprehensive briefing of human resources, and improving the quality of service, while the
applied part we dealt with in a field study through the use of the interview tool to collect data,
and analyze it qualitatively, We also used the questionnaire tool to collect data and analyze it
statistically by using the spss, v27 program, where we obtained the most important results by
accepting most of the hypotheses were of a statistically significant level less than (0.05) with a
significant level of (0.95) and were as follows:
- Acceptance of the first hypothesis of the study, which was "the importance of the selection
and appointment process in improving the quality of public service";
- The second hypothesis, which states that "the importance of training courses in improving the
quality of public service" is valid;
- Emphasizing the importance of the wage and incentive system in improving the quality of
public service, as evidenced by the hypothesis
