Abstract
تعتبر سياسة التشغيل من بين أهم السياسات الدافعة بعجلة التنمية لكافة الدول المتقدمة منها والنامية على حد سواء، من خلال سعيها لتقليص نسبة البطالة، تنظيم سوق العمل وتحسين مستوى معيشة المواطن بتضييق فجوة الفقر، لذلك فإن الهدف من هذه الدراسة هو معالجة موضوع سياسة التشغيل التي تبنتها الجزائر، من خلال تحديد اسهاماتها في تحقيق التنمية المحلية في كل من المجالين الاقتصادي والاجتماعي، وللتعمق أكثر تمت دراسة مديرية النشاط الاجتماعي والتضامن لولاية برج بوعريريج كهيئة محلية مسؤولة على تنفيذ مجموعة من برامج التشغيل مع تحديد الفترة خلال 2010-2016، للتعرف على كيفية تنفيذ برامج التشغيل وطرق استفاد المواطنين منها.
The employment policy is considered the most important driving policy forward the development of all the developed countries and developing countries, by seeking to reduce the unemployment rate, labor market regulation and improve the standard of living by narrowing the poverty gap, so the goal of this study is to address the issue of operation and local development policy in Algeria, through the identification of programs and operating systems adopted by Algeria and determine their contribution to local development in both economic and social fields, and deepen the most studied social activity and solidarity directorate for Bordj Bou Arreridj state, as responsible of the implementation of group of drivers specifying the period during 2010 _ 2016, to learn how to implement programs and operating methods of citizens benefited from them.
