Abstract
الاستراتيجية الأمنية الأمريكية في منطقة شمال شرق آسيا لفترة ما بعد الحرب الباردة.
إن منطقة شمال شرق آسيا باعتبارها منطقة ذات بعد استراتيجي هام ، لها انعكاسات أمنية على الولايات المتحدة الأمريكية ، أصبحت هذه المنطقة بعد الحرب الباردة من أكثر مناطق العالم التي تشهد سياستها الدولية ديناميكية في الاقتصاد العالمي ، مما أدى إلى بروز قوى عظمى وصاعدة فهناك المقومات الاقتصادية والعسكرية ، كل ذلك أدى إلى جعل أهداف وأولويات الاستراتيجية الأمنية الامريكية تتجه نحو الدول الفاعلة والرئيسية في المنطقة ، بحيث حددت هذه الاهداف والأولويات الامريكية في المنطقة على النحو التالي :
- إقامة التحالفات الثنائية مع دول منطقة شمال شرق آسيا .
- الوجود العسكري الامني المتقدم في المنطقة في كل من (كوريا الجنوبية واليابان).
- توفير الامن والاستقرار الاقليمي خاصة في تايوان وشبه الجزيرة الكورية.
- إحتواء الاسلحة النووية وتكنولوجيا الصواريخ واسلحة الدمار الشامل .
- ضمان حرية الوصول التجاري من وإلى المنطقة .
- منع ظهور أي قوة أو دولة معادية للولايات المتحدة الامريكية تسعى للهيمنة الاقليمية أو الدولية وذلك عن طريق التعامل معها أمنيا واقتصاديا.
من أجل التعرف على أهمية موضوع الدراسة تم التعرض للتساؤل الرئيسي حول أهداف وأولويات الاستراتيجية الأمنية الأمريكية في منطقة شمال شرق آسيا ، ومحاولة الإجابة على ذلك تمت من خلال تقسييم الموضوع إلى أربعة فصول :
تعلق الفصل الأول للدراسة بالجانب النظري وذلك بالتركيز على الأطر المفاهيمية والمقاربات النظرية المفسرة .
تعلق الفصل الثاني بمنطقة شمال شرق آسيا في منظور الاسترتيجية الامنية الامريكية والفصل الثالث للدراسة من خلال دراسة أبعاد الاستراتيجية الأمنية الأمريكية في منطقة شمال شرق آسيا .
وحاولت الدراسة تحديد السيناريوهات المستقبلية للاستراتيجية الامنية الأمريكية في منطقة شمال شرق آسيا .
وفي الاخير فإن النتيجة المتوصل إليها في البحث تثبت حقيقة أن دراسة الاسترتيجية الامنية الأمريكية تبقى محدودة الفعالية في ظل التهديدات الأمنية الجديدة التي يفرضها النظام الدولي الذي لم تتضح معالمه بعد في منطقة شمال شرق آسيا .

The US security strategy in the area of Northeast Asia after the co Id war.
The area of Northeast Asia is a significant region of strategical role, that have a security reflections on USA, after the cold war it becomes one of the most areas that its international policy occurs a dynamism on world economy. Which leads to prominencc of new emerg-ing big forces that have economical and military fundamentals, ali of that lcads to make priority and target of US security strategy heading towards the main and active countries in the area. It set these US priorities and targets in area as follows:
-The establishment of bilateral alliances with the countries of Northeast Asia.
-i\dvanced military and security presence in the region in both South Korea and
Japan.
-Provide security and regional stability, particularly in Taiwan and the Korean
P enins ula.
-Containment of nuclear weapons, missile technology and weapons of mass destruction.
-Ensure freedom of commercial access to and from the region.
-Prevent the emergence of any power or state anti-US seeking economic or international dominance by dealing with it in security and economic fields (China). 1
In order to recognize the importance of the subject of this study, the main question was asked about the US priorities and targets in the area of Northeast Asia .
...-\ ttempting to answer that question we divided the subject into four chapters; the first and second deal the theoretical side by focussing on conceptual frameworks and eXplained theoretical approaches.
The third and fourth chapters deal the practical side of study through displaying the US strategy in the area of Northeast Asia and the shift in the concept of security, then study of US securil:y strategy dimensions through the nature of the US security rclationships with dominant countries in the area. This study tried to determine the future scenarios of the US security strategy in the area of Northeast Asia.
[,inally, the reached result of this study proves the fact that the study of US security strategy remains less effective in light of new security threats posed by the international system that its features are not clear yet in the area of Northeast Asia.
