Abstract
تهدف هذه الدراسة إلى إبراز دور تنظيمات المجتمع المدني في تجسيد الحوكمة المحلية في الجزائر خلال الفترة ما بين 2011 -2021، من خلال طرح المشكلة:
كيف تساهم منظمات المجتمع المدني في ترسيخ مبادئ الحوكمة المحلية؟ وما هي أهم العوائق التي تعترض نجاح المجتمع المدني وتحد من فعاليته؟
وتسعى هذه الدراسة إلى تحليل الدور التشاركي للمجتمع المدني في تجسيده لمبادئ الحوكمة المحلية وإبراز مبدأ المشاركة ومبدأ المساءلة والشفافية، والآليات التي يساهم المجتمع المدني من خلالها في تحقيق هذه المبادئ، وإبراز المجتمع المدني كشريك للدولة والقطاع الخاص في دفع عجلة الحوكمة المحلية وتحقيق مبدأ الديمقراطية التشاركية ومفهوم الشبكية.
Abstract:
This study aims to highlight the role of civil society organizations in the embodiment of local governance in Algeria during the period between 2011 and 2021, by posing the problem:
How do civil society organizations contribute to establishing the principles of local governance? What are the most important obstacles to the success of civil society and limit its effectiveness?
This study seeks to analyze the participatory role of civil society in its embodiment of the principles of local governance and highlights the principle of participation and the principle of accountability and transparency, and the mechanisms through which civil society contributes to achieving these principles, and to highlight civil society as a partner of the state and the private sector in advancing the wheel of local governance and achieving the principle of democracy Participation and the concept of networking.
