Abstract
تكمن أهمية الموضوع حول صلاحيات الوالي في مجال المالية المحلية ،حيث يحتل هذا الأخير في النظام الإداري الجزائري حلقة وصل باعتباره أداة الاتصال الدائم والمستمر بين السلطة المركزية من جهة والولاية من جهة أخرى ، الهدف من ذلك الحفاظ على وحدة السياسة العامة للدولة وحتى يكون هناك انسجام وتكامل في الأداء.
عمل المشرع الجزائري على الازدواجية بحيث منح للمواطنين حرية الاختيار وذلك بانتخاب أعضاء المجلس الشعبي الولائي، ممن يروهم مناسبين لسماع انشغالاتهم وتلبية مطالبهم ،وإشراكهم في الحياة السياسية .
وعلى ضوء ماسبق ،ارتأينا أن نتطرق بعجالة إلى المركز القانوني للوالي الذي يحتل أهمية بالغة من حيث هو منصب له اثر كبير في تنفيذ السياسة التنموية للولاية .

Summary:
The importance of the topic is about the powers of the governor in the field of local finance, as the latter occupies in the Algerian administrative system a link as a permanent and continuous communication tool between the central authority on the one hand and the state on the other, the aim of this is to preserve the unity of the state’s public policy and so that there is harmony and integration in performance.
The Algerian legislator worked on duality by granting citizens the freedom to choose by electing members of the wilaya popular assembly whom they saw fit to hear their concerns, meet their demands, and involve them in political life.
In light of the foregoing, we decided to urgently address the legal position of the governor, which occupies a very important position as it has a significant impact on the implementation of the development policy of the state.
