Abstract
يشهد العالم اليوم ثورة لكنها من نوع جديد فهي تعتمد على المعلومات والمعرفة وهـي الثورة التكنولوجية التي كان يفترض أن يتم استخدامها في الأعمال السلمية فقط، لكن تم استخدامها بشكل سلبي يضر بالبشرية بأكملها، فقد تم التزاوج بين التكنولوجيا و الإرهاب، هذا الأخير الذي أصبح له انتشار كبير على الانترنت، وأصبح للجماعات و التنظيمات الإرهابيةألاف المواقع والصفحات التي تستخدمها من أجل استقطاب المزيد من الشباب في صفوفها.
ويعد الإرهاب الالكتروني نوعا جديدا من أنواع القوة، فالقوة لم تعد مقتصرة على القوة الصلبة المتمثلة أساسا في القوة العسكرية المادية والاقتصادية، التي تحتكرها الدول بشكل عام، وليس كل الدول وإنما الدول الكبرى، كما أن هذا النوع لم يعد مقتصرا على الدول فقط، وإنما كل من له القدرة على استخدامها وتوظيفها لتحقيق أهدافه سواء أكان دولة أوأفرادأو فاعلين من غير الدول، حيث يستخدم الفاعلين من غير الدول هذا النوع الجديد من القوة، لأغراض هجومية مثل اختراق المواقع الالكترونية و التجسس الالكتروني، ونشر الفيروسات المدمرة لأجهزة الدولة والحواسيب، ليس هذا فقط، فالأخطر من ذلك هو استخدام الجماعات الإرهابية للفضاء الالكتروني لتخطيط وتنفيذ عملياتهم الإرهابية في مختلف دول العالم، حيث أصبح لهذه الجماعات انتشار كبير على الانترنت، وتمتلك حسابات و مواقع تستخدمها في الترويج لأهدافها و للدعاية الخاصة بها.

It is the technological revolution that was supposed to be used in peaceful actions only, but it was used in a negative way that harms the whole of humanity. The technology and terrorism were mated, And the terrorist groups and organizations have thousands of sites and pages that they use to attract more young people into their ranks.
Electronic terrorism is a new kind of force. Power is no longer limited to the solid power of the military, physical and economic power, which is generally monopolized by States, not by all States but by the great Powers. This type is no longer limited to States only. Who has the ability to use and employ them to achieve its objectives whether States or individuals or non-state actors, where non-state actors use this new type of force, for offensive purposes such as hacking websites and electronic spying,And the spread of destructive viruses to the organs of the state and computers, not only that, the most dangerous is the use of terrorist groups of electronic space to plan and carry out their terrorist operations in various countries of the world, where these groups have a large spread on the Internet, and has accounts and sites used to promote their goals and publicity .
