Abstract
يعد إنعتاق الجزائر من التبعية لقطاع المحروقات و بالتالي الخضوع للاقتصاد الريعي
أمرا لابد منه في ظل إنعتاق الأمن بدوره من ارتباطاته العسكرية و انجذابه نحو مجالات
أوسع من بينها الاقتصاد ، ذلك لتحقيق نوع من الاستقرار الاقتصادي الذي يؤدي بدوره إلى
تعدد مصادر الدخل القومي و بالتالي تحقيق الأمن الاقتصادي ، غير أن هذه القضية والتي
شكلت حجر الزاوية بالنسبة لصناع القرار الجزائري لم تقابلها إ رادة بناء و إستراتجية شاملة
تسعى لتجنيد كل طاقات الدولة المادية و المعنوية و البشرية لصياغة حلول فعالة تتمظهر
في توفير قطاعات بديلة تحد من تبعية الجزائر لقطاع المحروقات ، هذه الأخيرة التي دائما
ما كانت عائداتها بمثابة مصدر التمويل الرئيسي لمقطاعات الأخرى ، وهو ما زاد من تعميق
الفجوى بين الجزائر و أمنها الاقتصادي الذي لا زالت تسعى لتحقيقه..
The liberation of Algeria from dependence on the hydrocarbon sector and therefore the submission to the rental economy is imperative in the light of the withdrawal of security in turn from military connections and attracted to the broader fields, including the economy, to achieve a kind of economic stability, which in turn leads to multiple national income sources and thus security However, this issue, which was the cornerstone for Algerian decision-makers, was not matched by a comprehensive constructive and strategic will that seeks to mobilize all the material, moral and human resources of the state to formulate effective solutions that appear in the provision of alternative sectors that limit Algeria's dependence on the Fuel, the latter, whose revenues have always been the main source of funding for other sectors, further deepening the gap between Algeria and its economic security, which it still seeks to achieve.
