| dc.description.abstract | .تتناول هذه الدراسة وتم بظاهرة الفساد الإداري والتنمية المحلية في الجزائر ،وذلك بتطرق إلى ماهية المفهومين ،بتعرف على مفهوم الفساد الإداري وأنواعه وخصائصه ،بالإضافة إلى التعرف مفهوم التنمية المحلية ومقوماا ،وأهدافها. لذا تم التركيز في هذا الموضوع على الآليات التي اعتمدها المشرع الجزائري ، والتي قسمناها إلى آليات قانونية ،و آليات مؤسساتية ،وكذا آليات سياسية للحد من هذه ظاهرة . وإشكالية الدراسة تتمثل في:كيف ساهم الفساد الإداري في التأثير على التنمية المحلية في الجزائر؟ ودراستنا هذه تسعى الى محاولة تحسين وضع الجزائر إلى ما آلت إليه في الوقت الراهن ،وذلك بمكافحة ظاهرة الفساد الإداري ،لأن الإدارة هي مسرح الفساد لأي نشاط كان ، بغرض تحقيق تنمية محلية وبدوره هذا يحقق تنمية وطنية شاملة. A summary of the study | This study is interested in the phenomenon of corruption in administration and local development in Algeria, and the concept of administrative corruption. the types and characteristics, as well as to recognize the concept of local development and its components, and its goals . So the focus was on the subject of the mechanisms adopted by the Algerian legislature, which we divided it to legal mechanisms, and institutional mechanisms, as well as the political mechanisms to reduce this phenomenon . The argument of the study is : How has the corruption contributed in the impact on local development in Algeria ? And this study seeks to try to improve the situation of Algeria to outcome in the present time, so as to combat the phenomenon of corruption of any kind in the administration because the administration is the corruption’s theater , in order to achieve local development and wich will achieve a comprehensive national development . | en_US |
