| dc.description.abstract | تمحورت الدارسة حول بحث العلاقة الموجودة بين (الاستقرار الاجتماعي و سياسات التشغيل)، حيث حاولنا إسقاط الجانب المفاهيمي على حالة الجزائر مع الإشارة إلى الإصلاحات الاقتصادية والتي قامت بها الدولة، وكذا التعرض إلى أبرز البرامج وأجهزة التشغيل التي استعانة بها الدولة لمواجهة وضبط سوق العمل دون الإغفال عن أثر هاته البرامج والسياسات على الاستقرار الاجتماعي في الجزائر، وذلك ضمن الإطار التطبيقي للدارسة حيث قمنا بدراسة حالة الوكالة الوطنية للتشغيل بسيدي عيسى ولاية المسيلة، كما بينا المشاكل والصعوبات التي تواجه سياسات التشغيل، مع محاولة وضع الحلول والاقتراحات لهاته المشاكل وذلك لضمان الاستقرار الاجتماعي في البلاد، وكنتيجة نهائية تم التوصل إلى انه رغم زخم هاته السياسات إلا أن أثرها لازال محدود ويتطلب مجموعة من الآليات التي يمكن أن تساهم في تفعيلها لدورها وبالتالي تحقيق الاستقرار الاجتماعي مع ضرورة تبني الدولة سياسات رشيدة تتماشى مع التنمية دون الإغفال عن ارتباط هاته السياسات بالاستقرار الاجتماعي الذي يساهم هو كذلك في تفعيل دورها. The study focused on the examination of the relationship between the (social stability and operating policies), where we tried to shoot down the conceptual aspect of the case of Algeria with reference to the economic reforms carried out by the State, as well as exposure to the most prominent programs operating devices that use by the state to face and adjust the labor market without omission on the impact of these programs and policies on social stability in Algeria, within the framework of the study where we have applied to study the situation of the national agency for operation of Sidi Issa, the mandate of the tear, as explained the problems and difficulties facing the operating policies, with an attempt to formulate solutions and suggestions to employ them in order to ensure social stability problems in the country, the final result was reached that, despite the momentum of this policy, but the impact is still limited and requires a range of mechanisms that can contribute to activate its role and thus Social stability with the need for the State to adopt rational policies in line with the development without omission for a link to these policies, social stability, which is also in activating its role. | en_US |
