Abstract
إن د ارسة موضوع دور البلدية في تنظيم مجال التهيئة والتعمير، من أهم مواضيع القانون الإداري، حيث تعتبر البلدية هي الجماعات الإقليمية القاعدية في الدولة، وتتمتع بالشخصية المعنوية والذمة المالية
المستقلة، ويقتصر دورها في تسير شؤون المواطنين.
حيث تم تقسيم هذا الموضوع إلى فصلين: فتناولنا في الفصل الأول" التنظيم القانوني للبلدية، من حيث هيكلتها وصلاحياتها بالأخص في مجال التهيئة والتعمير، أما الفصل الثاني فتطرقنا إلى" الإطار المفاهيمي للتهيئة والتعمير"، وصلاحيات كل من رئيس المجلس الشعبي البلدي، والأمين العام لإب ارز دور البلدية في مجال التهيئة والتعمير.

abstract:
Studying the issue of the role of the municipality in the field of preparations and reconstruction is one of the Most important topics of administrative Law, as the municipality is considered to be the basic local groups in the state, it
has a moral responsibility, and its role is limited to managing citizens affaire . As this topic was divided into two chapters, in the first chapter we talked about the municipal legal organization in terms of its structure and powers, especially in the Field of preparation and reconstruction. In The second chapter we talked about the conceptual Framework for preparation and reconstruction, and the powers of the Head of the municipal peoples
Council and the secretary-general, to highlight the municipality s role in the field of preparations and reconstruction.
