Abstract
This study seeks to answer the central question: How successful is the Ombudsman of the Republic in achieving its objectives of protecting the rights and freedoms of citizens and improving the relationship between the administration and the citizen during the period (2020-2024)?
It aims to assess the performance of the Ombudsman of the Republic in Algeria by analysing its mechanisms, examining the extent to which it achieves its main objectives, identifying the challenges it faces, and measuring its role in developing the relationship between the administration and the citizen during the period specified for the study.
The study is based on three main hypotheses: First hypothesis: The Mediator of the Republic contributes to the protection of citizens' rights and freedoms and improves the relationship between the administration and the citizen. Hypothesis 2: The Ombudsman faces challenges that limit its effectiveness in performing its duties, including its absolute dependence on the President of the Republic, limiting the exercise of its powers with conditions, and limiting the scope of its intervention. And the third hypothesis: The Ombudsman plays a growing role in promoting a culture of listening, removing bureaucratic obstacles, and communicating proposals to address the concerns of all citizens.
The survey showed that the Ombudsman Commission in Algeria achieved relative success in achieving its goals during the period 2020-2024, as it succeeded in addressing thousands of complaints and grievances, and contributed to resolving disputes in amicable ways between citizens and the administration. It has also played an important role in spreading a culture of respect for citizens' rights and promoting the principles of transparency and accountability within administrative agencies. However, the Authority faces fundamental challenges that limit its effectiveness, including limited financial and human resources, weak binding force of its decisions, lack of community awareness of its role, as well as limitations related to organisational autonomy. Despite these challenges, the Authority has been able to consolidate its role as an effective mediator, promote a culture of listening and remove bureaucratic obstacles, confirming its importance in improving the relationship between the administration and the citizen, although this role needs to be further developed and strengthened to achieve the desired goals in a more comprehensive and effective manner.
