It tackles the evolution of United States‟ cultural exchange programs from the Cold War until the present time. It focuses on the period after 9/11 attacks. The significance of this study lies in demonstrating the role of cultural diplomacy in empowering the US foreign policy after 9/11 attacks which were considered as a turning point in the US history. Selectively, the largest educational program, Fulbright, is chosen as a case study. In addition to that, this work also shows the aims of the cultural exchange programs, including the US achievements through Fulbright program, as well as its benefits for other countries. This examination revealed that the Fulbright program could strengthen the US foreign policy through its educational exchange activities with other countries.
