Abstract: Economic conglomerates are considered one of the most important means utilized by institutions to enhance their products, services, and competitiveness. Referring to Decree 03 03 related to amended competition and Article 15 thereof, the methods of their formation are limited to three approaches: merger, control, and joint venture. The legislator has subjected economic conglomerates, which have a significant impact on the relevant market leading to competition obstruction, to scrutiny as emphasized in Articles 17 and 18 of the Competition Law. This scrutiny is exercised by the Competition Council through a preventive control aimed at protecting the general competitive system from harm. 61otherالتجميعات االقتصادية - األمر 3Thesis
