Abstract: Administrative reform came as an inevitable necessity with its goals and motives. Where the was the administrative apparatus of regional groups In Algeria characterized by the nature of rigid bureaucracy and the tyranny of centralization in addition to some negative aspects such as bribery, Abuse of power, Favoritism and others.
