صغیور نجاة -فوزیة لملومة-2024-06-262024-06-262024https://dspace.univ-msila.dz/handle/123456789/42847علاقة بین آلیات التسییر العمومي الجدید وا : ٕ ملخص: تهدف الدراسة إلى البحث في طبیعة ال صلاح الإدارة العمومیة الجزائریة دراسة میدانیة بمدیریة التربیة لولایة المسیلة -2023 .2024 وللإجابة عن إشكالیة البحث تم الاعتماد على منهج دراسة حالة مدیریة التربیة لولایة المسیلة، وتم الاستعانة بمنهج تحلیل المضمون بغیة تحلیل الوثائق والبیانات الرسمیة، وكذا لإستقراء السیرورة التطوریة للمفاهیم التي حملتها فلسفة التسییر العمومي الجدید، و التطورات التي عرفتها أدوار ووظائف المؤسسات العمومیة من خلال المنظومة التشریعیة والتنظیمیة . تم تطویر استبیان من قبل الباحثة لتغطیة أربع محاور، حیث تم التحقق من صدق وثبات الاستبیان، تلا ذلك توزیعه على عینة البحث، والتي تم احتساب حجمها وحددت بـ (46) مستجوبا، موزعین على أساس هیاكل مدیریة التربیة لولایة المسیلة ؛ ولإجراء التحلیل الإحصائي الضروري لهذه الدراسة، تم الاعتماد على النسب المئویة، المتوسطات، والانحراف المعیاري، وغیرها من التقنیات عن طریق استخدام ببرنامج الرزم الإحصائیة للعلوم الاجتماعیة اصدار رقم 27 ( SPSS( . وتوصلت الدراسة إلى وجود علاقة بین مقاربات التسییر العمومي الجدید ومحتوى إصلاحات الإدارة العمومیة بمدیریة التربیة لولایة المسیلة 2023 .2024- ومع ذلك، على الرغم من كل التطورات والإصلاحات التي شهدتها في مجال الإدارة الإلكترونیة، إلا أنها لا تزال تحتفظ ببعض خصائص الإدارة التقلیدیة وسیطرة البیروقراطیة في الإدارة العامة. الكلمات المفتاحیة: التسییر العمومي الجدید؛ الإدارة العامة؛ الإصلاح الإداري؛ مدیریة التربیة لولایة المسیلة. Abstract: The study aims to explore the nature of the relationship between the mechanisms of new public management and the reform of Algerian public administration: a field study at the Directorate of Education for the Province of M'sila 2023-2024. To address the research problem, the case study method was applied to the Directorate of Education for the Province of M'sila. The content analysis method was employed to analyze official documents and data in order to examine the evolutionary process of the concepts brought by the philosophy of new public management, as well as the developments in the roles and functions of public institutions through the legislative and regulatory system. A questionnaire was developed by the researcher to cover four axes. The validity and reliability of the questionnaire were verified, followed by its distribution to the research sample, which was determined to be 46 respondents, distributed based on the structures of the Directorate of Education for the Province of M'sila. For the necessary statistical analysis of this study, percentages, means, and standard deviations were used, among other techniques, through the use of the Statistical Package for the Social Sciences (SPSS) software, version 27. The study concluded that there is a relationship between the approaches of new public management and the content of public administration reforms at the Directorate of Education for the Province of M'sila 2023-2024. However, despite all the developments and reforms they have witnessed in the field of electronic administration, they still retain some of the characteristics of traditional management and the control of bureaucracy in public administration.
