He has made significant contributions to understanding how stability and cooperation among states can be achieved in a multipolar international system, especially in the absence of a hegemonic power enforcing order. This study examines the mechanisms of stability in the international system in the absence of a single hegemonic power, through the reading and analysis of keohane s project, the research focuses on how stability is achieved through institutional cooperation and strategic interaction among states in the system. It begins establishing a theoretical framework that explains the concept of hegemony and the associated intellectual debates, then moves to analyze keohane academic and intellectual trajectory, emphasizing the fundamental assumption underling his project. Finally, the study discusses the liberal justification of keohane s project and its role in explaining cotemporary international stability. The finding reveal that stability does not solely depend on existence of a hegemon but can be attained through states adherence to shared rules and international institutions, and their rational interactions within an international environment.
