مرنيز نور الايمان . - عثماني ليندة .2023-07-042023-07-042023http://dspace.univ-msila.dz:8080//xmlui/handle/123456789/39985إن الثورة المعلوماتية وتطور وسائل الاتصال أدت الى ظهور وسائل دفع جديدة تتلائم مع متطلبات التجارة الالكترونية وطبيعة المعاملات عبر شبكة الانترنت وهي وسائل الدفع الالكترونية الحديثة, حيث ظهرت هذه الوسائل نتيجة التقدم العلمي والتكنولوجي التي أحدثت ثورة في المعاملات اليومية, حيث ساعدت هذه الوسائل بإختصار الوقت والتكلفة وتحقيق مزايا لم تتمكن وسائل الدفع التقليدية من تحقيقها سواءا لحاملها او مصدرها او حتى التاجر, لكن هذا لايعني انها لاتخلو من العيوب التي تواجهها والتي تعيق تطور التجارة الالكترونية . ونظرا لحداثة وسائل الدفع الالكترونية وضعف التكنولوجيا في دول العالم الثالث فإنها لم تحظى بالقدر اللازم من القوانين التي تنظمها وتظبطها . الكلمات المفتاحية : وسائل الدفع الالكترونية , الحماية المدنية والجنائية لوسائل الدفع Abstract : The information revolution and the development of communication means led to the emergence of new payment methods that are compatible with the requirements of electronic commerce and the nature of transactions via the Internet, which are modern electronic payment methods. These means appeared as a result of scientific and technological progress that revolutionized daily transactions. Time, cost, and advantages that traditional payment methods could not achieve, whether in full, their source, or even the merchant, but this does not mean that they are not without defects that they face and that impede the development of electronic commerce. Given the modernity of electronic payment methods and the weakness of technology in third world countries, they did not have the necessary amount of laws that regulate and control them.
