It functions as an independent administrative body with a non-judicial oversight role aimed at ensuring respecting the law within public administration and safeguarding individual rights and freedoms. Despite operating under the direct supervision of the President of the Republic and being provided with the necessary human and material resources, its powers remain limited due to legislative constraints, which has negatively impacted its independence and effectiveness.
