The study uses conceptual and analytical approach, examining theoretical texts and legal frameworks without the use of empirical procedures. It introduces the term e-administration, places it in perspective with other associated terms like e-government and digital transformation, and explores its development in Algeria in four phases. It analyzes national action and challenges such as infrastructure limitations, coordination deficiencies, and training deficits.
