دور الاحزاب السياسية في رسم السياسة العامة في الجزائر(1999-2019 ) حزب التجمع الوطني الديمقراطي –نموذجا-

This study aims to analyze the role of political parties in shaping public policy in
Algeria during the period from 1999 to 2019, using the National Democratic Rally
(RND) as a case study to understand the mechanisms of party influence on policymaking.
The research is divided into two main chapters:
The first chapter provides the theoretical framework, introducing and clarifying the
key concepts relevant to the study, including political parties—their roles, types, and
functions—as well as the concept of public policy, its characteristics, and the stages
involved in its formulation.
The second chapter focuses on the mechanisms through which political parties
influence public policy in Algeria, with a particular emphasis on the experience of the
National Democratic Rally (RND). It explores the party’s political trajectory, its
institutional presence, and its contribution to the formulation of public policies,
especially within the context of political alliances and its position in power during the
study period.
The study concludes that despite the constitutional powers granted to political parties
in Algeria, they continue to face significant structural and political challenges that
limit their effective participation in public policy-making. The National Democratic
Rally represents a model of a party closely aligned with decision-making circles,
which allowed it to play an influential role, though often within a constrained
framework shaped by political considerations and situational alliances.

اإلدارة اإللكترونية في الجزائر آلية لتحديث المرفق العام وتحقيق اإلصالح اإلداري في ظل التحوالت
الرقمية المتسارعة على الصعيد الدولي. مبني على منهج تحليلي يستند إلى األدبيات النظرية والتشريعات،
وهو غير مرتبط بتolvimento أدوات ميدانية. سلم إلى اإلطار المفاهيمي لإلدارة اإللكترونية، ومقارنتها
بمفاهيم قريبة منها مثل الحكومة اإللكترونية والتحول الرقمي. كما استعرض البحث تطور اإلدارة
اإللكترونية في الجزائر عبر أربع مراحل، مع تحليل المشاريع الوطنية وأبرز التحديات، مثل ضعف البنية
التحتية ونقص التنسيق البيني وقصور التك وين. خلصت الد ارسة إلى أن الج ازئر قطعت أشوا ًطا مهمة
لكنها ما تزال تواجه تحديات هيكلية، وقدمت توصيات في مقدمتها تطوير التشريعات، دعم التكوين،
تحسين البنية التحتية، وتعزيز الشراكة مع القطاع الخاص.

الحرب الأهلية اللبنانية 1975 -1990م والمواقف الداخلية والخارجية منها

تناول بحثنا بالدراسة "الحرب الأهلية اللبنانية1975-1990م"والتي انبثقت نظير تضافر اجتماع جملة من الأسباب السياسية والاقتصادية والاجتماعية التي كانت تعكف واقع لبنان التي ورثتها عن الانتداب الفرنسي الذي خرج من لبنان بعد الحرب العالمية الثانية بعد أن زرع بذور التفرقة والمتمثلة في الطائفية التي رسخت لأفضلية أقلية مسيحية على حساب أغلبية مسلمة، أين أخذت كل طائفة تنافس الأخرى كلنا حسب مصالحها وخوفا عليها ،ومع تأجج الأوضاع على خلفية الأفق مسألة التواجد الفلسطيني على الأراضي اللبنانية والذي يعد أبرز عامل فجر الأزمة وأشعل نارها بعد احتقان دام سنوات، واشتعلت نارها بعد حادثة الرمانة في 13أفريل 1975م وحادثة الأسماك بنسب أقل أدخلت لبنان في حرب أهلية دامت خمسة عشر عاما ، وتعدت نطاقها الداخلي الإقليمي والدولي بتعدد الأطراف المساهمة فيها واختلاف مواقفهم ليزداد تأججها بعد الاجتياح الإسرائيلي وكذا التدخل السوري لتحول بعد ذلك أراضي لبنان إلى ميدان للصراع العربي -الإسرائيلي الصهيوني وبؤرة صراع دولي استلزمت التحرك الفوري لحلها، الأمر الذي تبنته الدبلوماسية العربية حيث كثفت من نشاطها لحل الأزمة في إطارها العربي فكان انعقاد اتفاق الطائف 1989 الذي وضع حدا للعمليات القتالية ورسم معالم لبنان من جديد ،غير أن الحرب كان لها تأثيرها على لبنان على جميع الأصعدة مما سيؤثر على مستقبله وسياسته في مجابهتي الأزمات التي تخفيها المنطقة بحكم تميزها.

Summary:
This research examines the Lebanese Civil War (1975–1990), which was rooted in political, economic, and social factors inherited from the French Mandate, particularly sectarian divisions that favored a Christian minority over a Muslim majority. The conflict escalated with the Palestinian presence in Lebanon and erupted after the Ain al-Rummaneh incident in 1975, leading to a fifteen-year civil war.
The war soon took on regional and international dimensions, especially after the Israeli invasion and Syrian intervention, turning Lebanon into a battlefield of the Arab–Israeli conflict and a focus of global rivalry. Arab diplomacy sought a resolution, culminating in the Taif Agreement (1989), which ended the fighting and reshaped Lebanon’s political structure. Despite this, the war left deep effects on Lebanon that continue to influence its future and its policies toward regional crises.

This study aims to attempt to introduce the specialized penal poles, in which we
discussed the concept of these poles and their legal concept, in addition to explaining their
local and specific jurisdiction.
We also reviewed its working mechanisms through how files are referred to it,
whether in following up on crimes or investigating them, in addition to the implications
resulting from its creation.
These poles have achieved positive results thanks to accelerating the processing of
cases, adopting modern technical means, and activating judicial cooperation, in addition to
enhancing joint work between the Public Prosecution, investigation agencies, and courts.
However, some problems still exist, the most prominent of which is the difficulty of
evaluating the performance of judicial police officers if case file claim procedures are
applied.
