dc.description.abstractAbstract : This study addresses an important topic in the state's public policy: highlighting the developmental role played by local administration in shadow areas. Local administration serves as the mediator between government and citizens and the ideal tool for achieving regional balance, which constitutes the subject and goal of local development. It also examines the extent to which local communities implement development programs for these areas, having sought to implement several development projects in affected areas suffering from a lack of development. In order to measure the actual impact of these development programs, the study's variables were theoretically grounded, and an applied study was conducted on the shadow areas of the municipality of Al-Qusur to determine the municipality's development status in accordance with the 2020-2024 economic recovery plan, which the government outlined to achieve local development in shadow areas at the national level. This study relied on official documents and data obtained, employing a descriptive analytical approach in the analysis process.
