Abstract
تتناول المذكرة دراسة واقع مصنع الإسمنت بحمام الضلعة بولاية المسيلة، مركّزة على التحديات البيئية التي يفرضها نشاط هذا النوع من الصناعات الثقيلة، وفي الوقت ذاته تسعى إلى تحليل رهانات التنمية المستدامة التي يمكن أن ترافق هذا النشاط الصناعي. وقد تم التطرق في المذكرة إلى الجوانب البيئية المترتبة عن إنتاج الإسمنت، لاسيما ما يتعلق بانبعاث الغازات، وتلوث الهواء، وتأثيره على الموارد الطبيعية وصحة السكان المجاورين.
كما تناولت الدراسة الجوانب الاقتصادية والاجتماعية لهذا المصنع، وما يمكن أن يقدمه من فرص في مجال التنمية المحلية، من خلال توفير مناصب شغل ودعم البنية التحتية، مع التطرق إلى السياسات البيئية المطبقة للحد من الأثر السلبي على البيئة. وقد تم الاعتماد على منهج وصفي تحليلي مدعّم بجانب ميداني (استبيان/مقابلات/مشاهدات مباشرة) لتقييم مدى وعي الفاعلين المحليين والمجتمع المدني بمخاطر المصنع، وكذا فرص إدماجه ضمن مقاربة التنمية المستدامة.
وقد خلصت الدراسة إلى أن تحقيق التوازن بين متطلبات التنمية الاقتصادية والضرورات البيئية يتطلب مراجعة شاملة لآليات الرقابة البيئية، وتفعيل الدور الرقابي للمجتمع المدني، مع تشجيع المصنع على تبني تقنيات إنتاج نظيفة، واعتماد مقاربات بيئية تضمن استدامة الموارد وتحافظ على صحة الإنسان والمحيط.
This memo examines the reality of the cement factory in HammamDhalaa, M'Sila Province, focusing on the environmental challenges posed by this type of heavy industry. At the same time, it seeks to analyze the sustainable development challenges that may accompany this industrial activity. The memo addresses the environmental aspects of cement production, particularly gas emissions, air pollution, and its impact on natural resources and the health of the surrounding population.
The study also addresses the economic and social aspects of this factory and the opportunities it can offer in the field of local development, through job creation and infrastructure support. It also addresses the environmental policies implemented to mitigate the negative impact on the environment. A descriptive analytical approach, supported by field research (questionnaires, interviews, and direct observations), was used to assess the awareness of local stakeholders and civil society regarding the risks posed by the factory, as well as the opportunities for integrating it into a sustainable development approach. The study concluded that achieving a balance between economic development requirements and environmental imperatives requires a comprehensive review of environmental oversight mechanisms, activating the oversight role of civil society, encouraging factories to adopt clean production technologies, and adopting environmental approaches that ensure resource sustainability and preserve human and environmental health.
