Abstract
Since independence until today, Algerian agriculture has undergone a deep restructuring to from an entrepreneurial state to reach the emergence of private initiative. The economic liberalization process started during the late 1980s in Algeria allowed the emergence of private initiative, this transition to the entrepreneurial model was accompanied by a political-territorial review by a model of decentralized development where the milk chain did not escape this reform. However, during the course of the past few years, it has been possible to achieve a more effective development of local organizations. The results of our study showed a weak of appropriation for the paradigm of entrepreneurial agriculture. There are a many reasons for this, we can mention weak coordination of ANSEJ group with the different intervening actors in agriculture as the DSA, subdivisions and Chamber of agriculture and the CRMA. The existence of such coordination could provide follow-up and support upstream and downstream of the entrepreneurial act. In addition, the local association movement in agriculture is too slow and sufficiently proactive. The representativeness of these project carriers is lacking in the governance process of the agriculture sector at the both levels, national and local. Finally, the ANSEJ is going more in the approach of controlling than supporting the carriers of projects
