| dc.description | Historical buildings are a valuable resource with significant historical, heritage and cultural values that we must preserve, a global demand that has been emphasized in several international conferences and treaties. They are urged to be preserved through urban interventions, ensuring its rehabilitation after de-terioration and neglect, which often leads in one way or another to the erasure and disappearance of its parts. The current study aims to examine the experience of rehabilitating historical buildings in the city of Oran and to evaluate its processes using various criteria and indicators. All experiences the city of Oran has benefited from are examined in order to understand and explore the most important stages applied, starting from selecting the site until implementing the projects of historical building reha-bilitation. XVI The study also aims to provide insights for future studies and apply them to other Algerian cities with urban heritage, moving forward to direct and develop policies for urban rehabilitation projects. It concludes that there was no integrated and directed project for rehabilitating historical buildings, only repair of the buildings, such as repairing their dilapidated facades. The rehabilitation of a few important buildings of the city, centered around public squares and main streets, failed due to many reasons. In addition, a development plan that included the old city was not actually im-plemented on the ground. | dc.description.abstract | تعتبر المباني التاريخية ثروة تحمل العديد من القيم التاريخية والت ا رثية والحضارية التي يتوجب علينا الحفاظ عليها والذي أصبح مطلبا عالميا وطرح في عدة مؤتم ا رت ومعاهدات دولية تدعو إلى المحافظة عليه عن طريق التدخلات العم ا رنية الي تضمن إعادة تأهيله بعد التدهور والإهمال الذي شهده وعمل بشكل أو أخر على محو واندثار أج ا زئه في أغلب الأحيان، حيث تهدف هذه الد ا رسة بشكل أساسي إلى إلقاء الضوء على تجربة إعادة تأهيل المباني التاريخية بمدينة وه ا رن وتقييم العمليات وفق عدة معايير ومؤش ا رت، حيث تم عرض كل التجارب التي استفادت منها مدينة وه ا رن بهدف فهم أهم الم ا رحل المتبعة بدءا من اختيار الموقع حتى تنفيذ مشاريع إعادة تأهيل المباني التاريخية، وتحليل كل تجربة من أجل توفير الأرض الخصبة لد ا رسات قادمة وتعميميها على باقي المدن الج ا زئرية التي تحوي ت ا رثا عم ا رنيا والعمل على توجيه وتطوير سياسات مشاريع إعادة التأهيل العم ا رني، وتخلص الد ا رسة إلى أنه لم يكن هناك مشروع متكامل وموجه لإعادة تأهيل المباني التاريخية، إنما كان مجرد إصلاح للمباني المتهالكة على مستوى الواجهات، واعادة تأهيل القليل من المباني الهامة للمدينة التي تتمركز حول الساحات العمومية المهمة والشوارع الرئيسية، والذي لم ينجح بسبب العديد من الأسباب، إضافة إلى وجود مخطط تطويري شمل المدينة القديمة لم يتم تنفيذه على أرض الواقع. وتوصي الد ا رسة من أجل تحسين مشاريع إعادة التأهيل العم ا رني في المدن الج ا زئرية كما ونوعا، جملة من التوصيات التي من خلالها يتم ضبط التدخلات العم ا رنية. | |
