Abstract
This study examines the effect of public expenditure on unemployment in Algeria during the period 2015-1990 by examining the causal relationship between public expenditure and unemployment. It aims to shed light on the public expenditure and its impact on unemployment in Algeria over the past years, One of the most prominent variables of fiscal policy in that period in achieving high operating rates, especially through the economic recovery schemes followed by Algeria, in parallel with the approved spending programs through the state budget. This has led to an improvement in oil prices in international markets, which are the main source of the country's hard currency.
The economic literature differed in analyzing the relationship between public expenditure and unemployment. Keynesian analysis is the most important in this regard, especially with the role of the state intervention which emerged with the Great Depression of 1929, expanding the functions of the state, increasing its expenses and its multiple objectives.
The study examined the hypothesis that there is a causal relationship between the two variables, and its direction is from public expenditure to unemployment. The study used to test the stability test using the ADF test, then test the existence of a joint integration relationship by Angel-Granger method, That the economic recovery programs adopted by Algeria since 2001 played a prominent role in reducing the rate of unemployment in Algeria. There is also no correlation between public spending and long-term unemployment, which proves that the relationship between the two variables is not long-term. In addition, if public expenditure changes, unemployment does not change, and the change in unemployment does not lead to a change in public expenditure, with a lag of one (1).
