Abstract
The Algerian State has experienced economic crisis, prompting it to seek solutions to this stalemate. This has led it to inevitably move towards the application of local governance as a solution to local development problems. It has promulgated a legal system, headed by the Municipal Law 11/10, which aims to regulate development work with new mechanics based on the principles of local governance in the performance of development work. (decentralization, accountability, transparency, participation, efficiency and effectiveness), with a focus on enhancing the role of informal actors (private sector, civil society, local citizen) in local development.
Through our study of the Municipality of Science as a model, the application of governance to its development work can be said to face many problems. At many levels, one of these problems is related to political affairs as a limitation on the ability of marching cadres to plan strategically for development action. as
well as organizational problems such as the inability to absorb the municipal organizational structure's growing population density and technological developments, There are also problems related to participatory work, which have been limited interaction and sharing between local actors in the framework of development action. But despite all these problems, the municipality is making efforts to apply this approach to local development
