| dc.description.abstract | ملخص: إنَّ حالات تولية رئيس الدولة المؤقت، تختلف في حال الخلو المؤقت عن حال الخلو الدائم، وتسمى الحالات العادية وغير العادية، فالحالات العادية تشمل: حالة العجز المؤقت، وحالة الاتهام، وحالة غياب رئيس الدولة، أمَّا الحالات الغير عادية فتشمل: حالة الوفاة، وحالة الاستقالة أو العزل، وحالة العجز الدائم، وكل هذه الحالات تؤدي إلى خلو المنصب، مما يؤدي إلى تولية الرئيس المؤقت المنصب؛ حتى لا يكون هناك فراغ في سدة الرئاسة. Abstract: The cases of the temporary head of state are different in the case of temporary vacancy from the state of permanent vacancy. They are called ordinary and unusual cases. The normal cases include: temporary disability, case of indictment and absence of the head of state.
