| dc.description.abstract | يلعب المرفق العام دورا مهما في خلق البيئة المناسبة للنمو الاقتصادي والاجتماعي والحفاظ عليها، فالمرافق العامة تعتبر إحدى الآليات التي تجسد بها الدولة سياساتها على أرض الواقع وفي جميع الميادين. وتعتبر الخدمة العمومية أحد أهم الاستراتيجيات المتبعة في تفعيل المرفق العام والرفع من ديناميكيته لتقريب الإدارة من المواطن أكثر وتحسين الخدمة، ومجال الخدمة العمومية مجال واسع اتساع القطاعات المختلفة الاقتصادية والاجتماعية والإدارية، فقد أفرزت التحولات التي مست مختلف النظم في المجتمع ظهور متطلبات جديدة للتسيير بما يواكب ما وصلت إليه التكنولوجيا الحديثة وما أفرزه ذلك من تحولات على مستوى المرافق العامة وصولا إلى الإدارة الإلكترونية. Summary: Public utilities play an important role in creating and maintaining the environment for economic and social growth. Public utilities are one of the mechanisms by which the state embodies its policies on the ground and in all fields. The public service is one of the most important strategies in activating the general facility and increasing its dynamism to bring the administration closer to the citizen and improve the service. The public service field is wide ranging in various economic, social and administrative sectors. The changes that have characterized the different systems in society have led to the emergence of new requirements for management, Modern means and the resulting changes in the level of public utilities.
