Abstract
تهدف هذه الدراسة إلى إبراز دور الإدارة الرقميةفي تحسين العملية الاتصالية في المؤسسات العمومية الجزائرية منخلال دراسة حالة لمقر مجلس قضاء المسيلة، وذلك بإتباع المنهج الوصفي أسلوب دراسة الحالة والاعتماد على أداة الاستبيان والمقابلةلجمع المعلومات والمعطيات الصحيحة من واقع مجتمعالبحث محل الدراسة من خلال اختيار عينة قصديةتتمثل في موظفي مجلس قضاء المسيلة.
وانطلاقا من الدراسة النظرية والميدانية توصلناإلىجملة من النتائج أهمها:
-معاداة الإدارة الرقمية من قبل بعض موظفي مجلس قضاء المسيلة وخاصة كبار السن.
-مساهمة الإدارة الرقمية في رفع مستوى الرقابة في مجلس قضاء المسيلة.
-يرى موظفي مجلس قضاء المسيلة أن التحول أو الانتقال من الإدارة التقليدية إلى الإدارة الرقمية كان تدريجيا.
-يرى موظفي مجلس قضاء المسيلة أن هناك نقص في التشريعات واللوائح القانونية المنظمة للإدارة الرقمية.
-الإدارة الرقمية حققت الرضا الوظيفي لدى الموظفين في مجلس قضاء المسيلة.
-هناك نقص في الدورات التكوينية لموظفي مجلس قضاء المسيلة في المجال الرقمي.
-يقدم مجلس قضاء المسيلة بعض الخدمات الرقمية للمواطن المسيلي.
-الإدارة الرقمية سهلت الاتصال الداخلي والخارجي في مجلس قضاء المسيلة.

Abstract:
This study aims to highlight the role of digital management in improving the communication process in Algerian public institutions through a case study of the headquarters of the M’sila District Council, by following the descriptive approach, the case study method, and relying on the questionnaire and interview tool to collect the correct information and data from the reality of the research community under study by choosing A purposive sample consisting of employees of the M'sila District Council.
Based on the theoretical and field study, we reached a number of results, the most important of which are:
-Antagonism to digital administration by some M’sila District Council employees, especially the elderly.
-The digital administration’s contribution to raising the level of oversight in the M’sila District Council.
-The employees of the M’sila District Council believe that the transformation or transition from traditional administration to digital administration was gradual.
-Msila District Council employees believe that there is a lack of legislation and legal regulations regulating digital management.
-Digital management achieved job satisfaction among employees in the M’sila District Council.
-There is a lack of training courses for M’sila District Council employees in the digital field.
-The M’sila Judicial Council provides some digital services to the M’sila citizen.
-Digital management facilitated internal and external communication in the M’sila District Council.
