Abstract
شهدت السنوات الأخيرة نموا متسارعا في المعطيات المعرفية والتقنية والمعلوماتية وانتشار شبكة الانترنيت. إذ أدى ذلك إلى تغيير جذري في كيفية ممارسة المهام الإدارية والتنظيمية سواء على مستوى مختلف القطاعات فالتكنولوجيات الحديثة للمعلومات والاتصال تلعب دورا كبيرا في العمل الإداري المعاصر، باعتبارها آلية من آليات الإدارة الحديثة التي يجب تطويعها لصالح العمل الإداري، وأحد الموارد الأساسية لتلك الهياكل في التعامل مع الظروف والمستجدات العالمية التي تتصف بالتغير السريع والمنافسة الحادة، بالإضافة إلى أنها إحدى الأسلحة الإستراتيجية للهياكل الإدارية للتغلب على الصعوبات البيروقراطية من جهة و التلائم مع طبيعة العصر ومنتجاته الإلكترونية من جهة أخرى.
والمعلوم أن هذه التكنولوجيات الحديثة غزت مختلف جوانب العمل الإداري في جميع المؤسسات إذ لا نجد مؤسسة تخلو من قواعد بيانات لوظائف إدارية مختلفة ، وأصبح قواعد البيانات من ضروريات المؤسسة العصرية وبدونها لا تستطيع المؤسسة الاستمرار في العمل ،لذا أصبح التغير الإداري من أهم سمات الوقت الحاضر والذي ينبغي التعامل معه وتوظيفه بكفاءة عالية لأنه أصبح ضرورة حتمية . ونتيجة لهذا التغير فقد انتقل العمل الإداري من الأساليب التقليدية التي تعتمد على المعاملات الورقية والإجراءات الروتينية إلى الأساليب الإلكترونية في الإدارة، بذلك مثلت الإدارة الإلكترونية مطلبا هاما تفرضه التحولات الإلكترونية وتنتهجه برامج الإصلاح الإداري كمرحلة ضرورية في ظل العصر الرقمي ، والانفتاح على المجتمعات العالمية والتفاعل الإنساني .
و من بين أهداف الإدارة الإلكترونية التأكيد على مبدأ الجودة الشاملة بمفهومها الحديث ، لأنه في الواقع أن قدرة المؤسسات على تحسين الجودة والابتكار يرتبط ارتباطا وثيق بعصرنة المؤسسة أي تطبيق الإدارة الإلكترونية .
ومن هذا المنطلق جاء اختيارنا لموضوع المداخلة الذي يبحث في العلاقة بين الإدارة الإلكترونية والجودة الشاملة ، وذلك انطلاقا من طرح التساؤلات التالية :
ماذا نعني الإدارة الإلكترونية ، وفيما تتجلى أهميتها في تنظيم المؤسساتي العمومي ؟ وكيف تحقق الإدارة الإلكترونية الجودة الشاملة في المؤسسة العمومية ؟
In recent years, there has been rapid growth in knowledge, technology and information and the spread of the Internet. This has led to a radical change in how administrative and organizational functions are practiced at the level of different sectors. Modern information and communication technologies play a major role in contemporary administrative work as a mechanism of modern management that must be adapted to administrative work and one of the basic resources of such structures in dealing with Global conditions and developments characterized by rapid change and sharp competition, in addition to it is one of the strategic weapons of administrative structures to overcome the bureaucratic difficulties on the one hand and to adapt to the nature of the era and electronic products on the other.
It is known that these modern technologies have invaded various aspects of administrative work in all institutions. We do not find an institution devoid of databases for different administrative functions, and databases become a modern institution's necessities. Without them, the institution can not continue to work. It should be dealt with and employed with high efficiency because it has become a necessity. As a result of this change, administrative work shifted from traditional methods that rely on paper transactions and routines to electronic methods of management. Thus, e-administration represented an important demand imposed by electronic transformations and adopted by administrative reform programs as a necessary stage in the digital era.
One of the objectives of e-administration is to emphasize the principle of total quality in its modern sense, because in fact, the ability of institutions to improve quality and innovation is closely linked to the modernization of the institution, ie the application of electronic management.
From this point of view, we chose the subject of the intervention that examines the relationship between electronic management and the overall quality, starting from asking the following questions:
What do we mean by electronic management, and what is important in the organization of public institutions? How does electronic management achieve overall quality in a public institution?
