Abstract
تهدف هذه الدراسةالى إبراز دور تطبيقات الذكاء الاصطناعي في تطوير أساليب الاتصال الاداري في الادارة العمومية الجزائرية ، حيث تناولت الدراسة واقع استخدام التكنولوجيا الحديثة وتأثيرها على أساليب الاتصال الإداري في الادارة العمومية الجزائرية وجودة الخدمات المقدمة للمواطن من خلال دراسة حالة لولاية المسيلة ، وذلك باتباع المنهج الوصفي التحليلي الذي يقوم على وصف وتحليل الظاهرة بالاعتماد على اداة الملاحظة دون مشاركة و المقابلة المباشرة لجمع المعطيات و المعلومات الصحيحة من واقع مجتمع البحث محل الدراسة ، من خلال اختيار عينة قصدية تتمثل في رؤساء مصالح مختلف المديريات ومهندسي الاعلام الالي بولاية المسيلة .
و تأسيسا على الدراسة النظرية و الميدانية توصلنا إلى جملة من النتائج أهمها : حتمية الاعتماد على تكنولوجيا الاتصال الحديثة التي باتت تفرضها متغيرات العصر، وضرورة التحول من الفكر الاداري الكلاسيكي او التقليدي الى الادارة الالكترونية التي تقوم على تطبيقات الذكاء الاصطناعي لما تتيحه من امتيازات تساهم في تطوير اساليب الاتصال الاداري في الادارة العمومية الجزائرية ،بالإضافة إلى ضرورة الاهتمام بالعنصر البشري من خلال استحداث برامج لتكوين الموظفين على التعامل مع التطورات التكنولوجية الحديثة.
This study aims to highlight the role of artificial intelligence applications in the development of administrative communication methods in the Algerian public administration. Analytical, which is based on describing and analyzing the phenomenon based on the observation tool without participation and the direct interview to collect the correct data and information from the reality of the research community under study, by selecting an intentional sample represented by the heads of the departments of the various departments and the engineers of computer information in the state of M’sila.
And based on the theoretical and field study, we have reached a number of results, the most important of which are: the imperative to rely on modern communication technology that has been imposed by the changes of the times, and the need to shift from classical or traditional administrative thought to electronic administration that is based on artificial intelligence applications because of its privileges that contribute to the development of The methods of administrative communication in the Algerian public administration, in addition to the need to pay attention to the human element by creating programs to form employees to deal with modern technological developments.
