Abstract
This study has raised a fundamental problem related to how legal and
administrative differences between Algeria and Morocco affect the role of the
local elected in managing regional groups. In this regard, the study has
addressed multiple issues, ranging from the adopted electoral system, which
determines how local elected officials are chosen, and the diversity of the legal
and administrative system in Algeria and Morocco, highlighting the extent of the
impact of these systems on the effectiveness of local elected officials in
managing local affairs, and the problems that limit their ability, reaching the
necessary reform approaches to improve the effectiveness of local councils in
light of governance requirements.
