dc.description.abstractسعيا من السلطات العامة في الدولة لتحقيق ما يسمى الإدارة الإلكترونية و تحسين الخدمة العمومية تم إنشاء السجل الآلي للحالة المدنية الذي حقق عديد الأهداف و التائج الإيجابية بالنسبة للمواطن و الإدارة على السواء. و رغم هذا أبان على عديد المعوقات و أظهر كثير النقائص و السلبيات التي لا بد من تلافيها في المستقبل للوصول إلى نتائج مرضية. و هذا ما تضمنه البحث من بيان مكونات السجل الآلي كأحد مظاهر المرفق العمومي الإلكتروني، مع بيان ما تعتريه من نقائص و ما تلحقه من معوقات. Abstract: In order to achieve the so-called electronic management and improve the public service, the public registry of the civil l status has been established, which achieved many goals and results for both the citizen and the management. Despite this, he showed many obstacles and showed many shortcomings and negatives that must be avoided in the future to reach satisfactory results.
