Abstract
ملخص :يندرج هذا الموضوع ضمن متطلبات مواكبة العمل الإداري في المجال الرياضي للتطور التكنولوجي الراهن في شتى الميادين.هذا للكشف عن أبرز المعوقات التي تحول دون تطبيق الإدارة الالكترونية في إدارة الموارد البشرية بمديريات الشباب والرياضة في الجزائر من وجهة نظر المديرين والموظفين العاملين فيها.و التعرف على أبرز الحلول والآليات التي يمكن من خلالها التغلب عليها و الكشف عن العلاقة الارتباطية بينها،و فتح المجال أمام الإداريين لتطوير العمل الإداري ونشر مفهوم والإدارة الالكترونية في ظل التحديات والرهانات العالمية.
حيث تم تقسيم الدراسة إلى جانبين الأول نظري يشمل أربعة فصول،الفصل الأول:تطور الفكر الإداري ،الفصل الثاني الإدارة والإدارة الرياضية ،الفصل الثالث الإدارة الالكترونية،الفصل الرابع إدارة الموارد البشرية.أما الجانب الثاني تطبيقي يشمل الإجراءات المنهجية التطبيقية وكذا عرض ومناقشة وتحليل النتائج والخلاصة العامة.

Résumé : Dans cette thése ,on traite l'exigence de suivre le travail administratif dans le domaine sportif qui a but de développement technologique que le monde a vécu dans tout ces domaines
Cela pour expliciter les principaux obstacles qui se transfèrent sans appliquer l'administration électronique dans l'administration des ressources humaines dans la direction de jeunesse et de sport en Algérie en point de vue de ses directeurs et employés
Et 'identifier les principaux mécanismes et solutions les plus importants pour surmonter et révéler les liens entre eux et d'ouvrir la voie aux administrateurs pour développer le travail administratif et la diffusion
De concept de l'administration électronique face aux défis
Lorsque on a divisé deux parties . La première partie est théorique comprend quatre chapitres
Le premier : l'évolution de la pensée administrative . Le deuxième l'administration et l'administration sportive Le troisième l'administration électronique Le quatrième la gestion des ressources humaines
Quant à la deuxième partie pratique elle comprend les procédures méthodologique appliquées ainsi que la présentation la discussion et l'analyse des résultats et le résumé général

Abstract: In this thesis we discuss the requirements of keeping up with the administrative work in the field of sports for the current technological development in various fields . This is to detect the most prominent obstacles that impede the application of electronic management in human resources in the directorate of youth and sport in Algeria from the point of view of managers and employees ,also to identify the best solutions and mechanisms through which to overcome them and reveal the relationship between them to open the way for the administrators to develop the administrative work and spread the concept of electronic management in the face of global challenges and bets.
The study was divided into two parts ,the first was theoretical which included four chapters .The first :the evolution of the administrative though .The second: management and sport management. The third :electronic management .The fourth : human resources . The second part is practical and includes the applied methodological procedures ,as well as the presentation ,discussion and analysis of the results and the general summary.
