Abstract
تهدف هذه الدراسة إلى تسليط الضوء على الاقتصاد الرقمي في الدول العربية، أي تحديد مدى نجاح الدول العربية في التحول الرقمي من خلال الاعتماد على مجموعة من المؤشرات التي تحدد مدى تطور البلدان فيما يخص مؤشراتها الرقمية، ولم يتم لحد الآن اعتماد مؤشرات موحدة لقياس الاقتصاد الرقمي، وهذا بسبب الجدل الكبير القائم حول هذا الاقتصاد الجديد، والصعوبات المطروحة حول طرق قياسه وفصله عن الاقتصاد التقليدي. وحسب النتائج المتوصل إليها يمكن تقسيم الدول العربية حسب أدائها في المؤشرات المختلفة إلى:1)دول متصدرة: حيث تفوقت دول الخليج العربي على باقي الدول العربية، وحققت نتائج جيدة في كل المؤشرات محل الدراسة، بقيادة الإمارات التي تصدرت الدول العربية في التحول الرقمي، مما جعلها تتبوأ مكانة عالمية، 2)دول تسعى للتحول الرقمي: مثل لبنان والأردن التي حققت نتائج لابأس بها في معظم المؤشرات محل الدراسة،3)دول متأخرة عن التحول الرقمي مثل مصر والجزائر والتي كان أداؤها ضعيف في معظم المؤشرات المدروسة. This study aims to focus on the digital economy in the Arab countries, by determine the success of the Arab states in the digital transformation through reliance on a set of indicators.It should be noted that there is not only one indicator for measuring the digital economy. This is because of the difficulties of measuring it and separating it from the traditional economy. According to the results achieved, the Arab countries can be divided according to their performance in the various indicators to: 1) Leading countries: The arab Gulf countries surpassed the rest of the Arab countries and achieved good results in all the indicators under study led by the UAE which led the Arab countries in digital transformation. (2) countries that try to the digital transformation, such as Lebanon and Jordan, which achieved acceptable results in most of the indicators studied; and 3) countries that are late in digital transformation, such as Egypt and Algeria, which performed badly in most of the studied indicators.
