| dc.description.abstract | اعتمدت الجزائر منذ الاستقلال على إيرادات الجباية البترولية في تمويل الميزانية العامة، وارتبطت هذه الإيرادات بتقلبات أسعار البترول في الأسواق البترولية العالمية، والذي تعتمد عليه الدول المنتجة كمصدر أساسي للعملة الصعبة، ووجود علاقة طردية تربط بين تطور رصيد الميزانية وتطور إيرادات الجباية البترولية ،وذلك لسيطرة هذه الأخيرة على هيكل الإيرادات للميزانية العامة، كما أن ارتفاع المداخيل النفطية يساهم في انتعاش صندوق ضبط الموارد و الذي له دور كبير في تحقيق توازن الميزانية في حالة العجز خاصة بسبب تدهور أسعار البترول ابتداء من سنة 2014، مما استوجب على الحكومة إعادة النظر في السياسة المنتهجة واتخاذ تدابير مختلفة لتنويع مصادر الدخل،، ومواجهة الانعكاسات السلبية على وضعية الميزانية العامة للدولة.
