Abstract
تندرج هذه المذكرة ضمن جهود البحث في ميدان التهيئة الحضرية، وتهدف إلى دراسة مشروع تهيئة قطب حضري جديد في مدينة البويرة، كاستجابة للتحديات العمرانية المتزايدة، المتمثلة في الضغط على وسط المدينة، ضعف التجهيزات، وتدهور البنية التحتية. يقوم المشروع على استغلال الأراضي غير المبنية في منطقة مخطط شغل الأرض AU07، بهدف إنشاء مجال حضري متكامل يستجيب لمتطلبات التنمية المستدامة، ويُسهم في تحقيق توزيع عادل للخدمات والمرافق ضمن رؤية شاملة لتحسين النسيج الحضري وجودة الحياة.
يسعى البحث إلى تحليل واقع النسيج العمراني لمدينة البويرة وتشخيص أهم الاختلالات المجالية والوظيفية، واقتراح تصور عمراني فعّال لمخطط AU07 يجمع بين الوظائف السكنية، الاقتصادية، الاجتماعية والبيئية، مع تصميم شبكة طرق فعالة تدعم الحركية المستدامة، وضمان توفير تجهيزات عمومية ذات جودة.
توصلت الدراسة إلى مجموعة من النتائج أبرزها: وضع استراتيجية واضحة لتهيئة قطب حضري يُكمل النسيج القائم ويخفف الضغط عن مركز المدينة، وتقديم نموذج للتوسع الحضري المستدام قابل للتطبيق في مدن أخرى، فضلًا عن الإسهام في الحد من التفاوتات المجالية وتعزيز إطار العيش بمدينة البويرة .
This memorandum is part of the research efforts in the field of urban development, and aims to study the project of developing a new urban pole in the city of Bouira, as a response to the growing urban challenges, represented by pressure on the city center, poor equipment, and deteriorating infrastructure. The project is based on the exploitation of unbuilt land in the area of the land occupation plan AU07, with the aim of creating an integrated urban area that responds to the requirements of sustainable development, and contributes to achieving a fair distribution of services and facilities within a comprehensive vision to improve the urban fabric and quality of life. The research seeks to analyze the reality of the urban fabric of the city of Bouira, diagnose the most important spatial and functional imbalances, and propose an effective urban concept for the AU07 plan that combines residential, economic, social and environmental functions, while designing an effective road network that supports sustainable mobility, and ensuring the provision of quality public facilities. The study came up with a set of findings: Developing a clear strategy to create an urban pole that complements the existing fabric and relieves pressure on the city center, providing a model for sustainable urban expansion that can be applied in other cities, as well as contributing to reducing spatial disparities and enhancing the living framework in Bouira.
