مساهمة المؤسسات الصغيرة والمتوسطة في دعم القطاع الفلاحي في الجزائر خلال الفترة ) 2005 - 2015

الج ا زئر كغيرها من الدول تطمح لتحقيق الأمن الغذائي خاصة بعد مرور الاقتصاد الج ا زئري بوضح حرج مع الصدمة التي تعرض لها في الآونة الأخيرة أواخر سنة 2014 والتي تمثلت في الانخفاض الملحوظ لأسعار النفط، هذا الانخفاض كان له اثر كبير على السياسات العامة للدولة وتغيرت معطيات كثيرة، لذا كان ل ا زما على الدولة الج ا زئرية أن تغير است ا رتيجياتها وتصرف نظرها عن المصادر غير المتجددة وال ا زئلة، واعادة توجيه النظر إلى القطاعات الحيوية والناشطة والمتجددة، ومن هذه القطاعات نجد القطاع ألفلاحي الذي يعتبر العصب المحرك للاقتصاد ككل إذا تم الاهتمام به، لذا وجب على الحكومة الج ا زئرية أن تنتهج سياسة جديدة تجعلها تهتم بهذا القطاع ولعل أفضل سياسة هي توجيه الاستثمار نحو القطاع الفلاحي، من خلال وضع تسهيلات وتقديم مساعدات للمؤسسات الصغيرة والمتوسطة التي تريد الاستثمار في المجال الفلاحي.

Tax on wages as a mechanism for self-correction to ease economic fluctuations Algeria's case study for the period 1992-2015 using a mile Hodrick- Prescott (HP).

Taxes are considered generaly on income and particulary on wages one of the most important self-stability tools ,as a progressive taxes , We have tried in this research know how important this tool in mitigating economic fluctuations in Algeria without any active policy , We have found that taxes on wages constitute a large proportion of the total income taxes reached the lowest to 68%to excel the 90 per cent in some cases,but although this considerable position we have found that despite the tax system changes there was a slight modification in income taxes ((Wages in particular) as an automatic stabilizing factor .But after a 2008 reform, income tax appears to be assuming its role as an automatic stabilizer.

This study aimed to reveal the role of the social responsibility in reinforcing the Islamic financing in Islamic banks and institutions, The development of social responsibility is the development of social and moral side in Muslim’s character and it’s considered one of the necessities so that the community becomes co-operative and helpful and that leads to reinforcing the ties of the Muslim communities. Social investment is considered one of the new developments in financial industry. Islam cared for the social investment and promoted it to make it one of the duties that the Muslim nation should perform to achieve the desired goals and interests as this kind of investments cares for the moral and benevolent sides and environmental considerations and maintains the customs and morals of the society as well. As an application, there are some prominent experiments in the field of the social responsibility during the period (2012-2015) when el Baraka group for Islamic banks did their best to combine the social and environmental interests in their programs and strategies in addition .

محددات الأزمات البنكية في الدول النامية دراسة قياسية في الفترة 1990 - 2015 باستعمال نموذج Logit

تهدف هذه الد ا رسة الى تحديد المحددات الرئيسية للأزمات البنكية في الدول النامية و ذلك باستعمال نموذج logit في التقدير، وقد توصلت الد ا رسة الى أن مؤش ا رت التحرير المالي الخارجي المتمثلة في تحرير تدفقات رؤوس الأموال و تحرير الأسواق المالية بصفة كبيرة يمثلان المحددات الرئيسة للأزمات البنكية في الدول النامية، إضافة الى تحرير القروض الداخلية خاصة في الدول النامية التي تعاني من ضعف الاطار المؤسساتي.

Financing alternatives in islamic banks and their reality in Algeria

Islam has forbidden usury and considered it among a grievous sin, that is why it is ordered to stay away from dealing with. And as the fact that Islamic banks operate according to Islamic law and found to achieve particularly its economic and social goals So, these Islamic banks do not operate at a rate of interest which is considered in Islamic law in conformity with the usury, which is forbidden in the Koran and the Sunna of the Prophet Muhammad, so it was imperative for the Islamic banks to find an alternative to the interest rate, in order to enable Muslims to invest their money and get loans without falling into sin. This will be done through the introduction of many formats and methods of bank financing processes .Among these alternatives, we find : the speculation, the bonus or (the payoff), tooling or (custom order), sustaining and so on. Thus, we will through this article, look at these various formulas and realities in Algeria, by referring to the presence of some Islamic banks in Algeria.

سعر الصرف التوازني السلوكي في الجزائر

في هذه الد ا رسة، سوف يتم العمل على تقدير سعر الصرف التوازني السلوكي ل: Clark and MacDonald ( 1999 ( لأجل سعر الصرف الفعلي الحقيقي في الج ا زئر خلال الفترة الزمنية 1975 - 2011 ، باستخدام ستته متغي ا رت والتي تمثلت في سعر الصرف الفعلي الحقيقي ومعدلات التبادل التجاري وأسعار النسبية السلع غير التبادلية الى السلع التبادلية وصافي الأصول الأجنبية والأصول النسبية للدين الحكومي ومعدل الفائدة التفاضلية. ابرزت نتائج الد ا رسة الى ان تحديد سعر صرف التوازن السلوكي للدينار الج ا زئري تقريبا قد وافق المحطات التاريخية البارزة من تعديلات لسياسة سعر صرف الدينار الج ا زئري. وتم التوصل أيضا الى ان تأثير المتغي ا رت كان موافقا لسعر صرف الدينار في المدى البعيد.

يحتل سعر الصرف حي اً ز كبي اً ر في الد ا رسات الاقتصادية، حيث يعتبر الأداة الرئيسية ذات التأثير المباشر على العلاقة بين الأسعار المحلية والأسعار الخارجية، فهو يحدد قوة العملة وأهميتها الدولية من خلال كونها تتمتع بالاستق ا رر النسبي وتحتل مكانة كبيرة في التجارة الدولية وتحظى بالقبول الدولي عند تسوية المعاملات الخارجية بها، ويعد هذا المقياس من المتضمنات الرئيسية لسياسة الاقتصاد الكلي في الدول النامية والمتقدمة على حد سواء، وبما أن معظم الاقتصاديات مفتوحة على العالم الخارجي فان هذا تطلب إنشاء إطار يتم فيه تحديد سعر الصرف من خلال التبادل بين وحدات النقد المحلي ووحدات النقد الأجنبي وبذلك ظهر مفهوم سوق الصرف الأجنبي الذي يتحدد فيه سعر العملة بوصفها سلعة تباع وتشترى حسب قانون العرض والطلب، فبوجود هذه السوق أصبح سعر الصرف يتعرض للعديد من التقلبات الناتجة مبدئيا عن مرونة نظام الصرف.

Investment plays an important role in economic activity, so the means and methods varied according to the vision of the investor and inclinations is the most important of these means is the composition of an investment portfolio, which put her theory Markowitz in 1952, and to judge the quality of the portfolio has to be performing procedures of the highlights of her making the necessary yield analysis and risk as the basis for assessing the performance of the portfolio and then do using performance measures that are necessary to be used when an investor proceed in the composition of the investment portfolio. We will try through a paper application portfolio performance evaluation on some fairly conservative Saudi financial market indicators and this through three axes. The first section: Basic concepts about the investment portfolio The second section : the most important portfolio performance evaluation methods The third section: Dual method in evaluating the performance of investment portfolios on the application of some investment portfolios located in the Saudi financial market.

شروط تحقيق التنمية المحلية و أهدافها

إن التنمية المحلية هي تلك العملية التي تتطلب تعديلات اقتصادية، إجتماعية و ثقافية بهدف تحقيق حياة أفضل للأف ا رد من خلال تلبية حاجياته الضرورية و رفع مستوى معيشته، وعليه فإن التنمية المحلية و بمختلف مستوياتها و أبعادها تهدف بالدرجة الأولى إلى تحقيق نمو اقتصادي يسمح بتحسين الاطار المعيشي للمواطن. ولتحقيق تنمية محلية لابد من مؤسسات و فاعلين محليين لهم المعرفة الجيدة بالواقع المعاش و النقائص الواجب تصحيحها، وهنا يظهر جليا الدور الذي تقوم به البلدية من خلال صلاحياتها الواسعة المسندة لها من طرف المشرع الج ا زئري و كذا مشاركة الساكنة المحلية في تحديد الأولويات و تطويرها و متابعتها، فالبلدية تعتبر مكانا لإلتقاء التطلعات الاقتصادية و الاجتماعية للمواطنين، و هي بمثابة همزة وصل بين المواطن و الحكومة.

The reality of educational process in Algerian universities between teaching quality and service requirements of the labor market from the perspective of students-a case study of the University of Tlemcen.

This study aims to find out the reality of educational process in Algerian universities in search of quality educational services and outputs correspond to labour market requirements, and to identify that fact study at the University of Tlemcen, relying on descriptive and analytical method by selecting a sample of 91 students study number chosen at random, divided on a range of disciplines and by education level, as data processing statistical package for social sciences program and administrative spss20 of the standard deviation is calculated by arithmetic, study finds The educational process in Middle School Foundation through the arithmetic mean and standard deviation 1.78 overall 0.73 stood as the study emerged a set of conclusions and recommendations.

الأرباح المحاسبية وعوائد الأسهم دراسة قياسية لعينة من الشركات المدرجة في بورصات )السعودية، الكويت، قطر، أبو ظبي(

تهدف هذه الد ا رسة إلى اختبار العلاقة بين الأرباح المحاسبية وعوائد أسهم الشركات المدرجة في بورصات )السعودية، الكويت، قطر، أبو ظبي(، وهي علاقة فائقة الأهمية في اتخاذ ق ا رر الاستثمار في الأسهم. تم تطبيق الد ا رسة على عينة مكونة من 44 شركة مساهمة وذلك بالاعتماد على نموذج انحدار العوائد والذي من خلاله يتم ربط عائد السهم مع الأرباح المحاسبية والتغير في الأرباح المحاسبية. بينت النتائج وجود علاقة معنوية بين الأرباح المحاسبية والتغير في الأرباح وعوائد الأسهم في كل من بورصة السعودية والكويت مع أفضلية ربحية السهم في تفسير العوائد، في حين لم يتأكد وجود هذا الارتباط في كل من بورصة قطر وأبو ظبي .

Improving the quality of health services using the Six Sigma methodology in hospitals

The aim of this study is to provide a theoretical framework for the application of six sigma or six standard deviation (sigma) in hospitals, with the aim of reducing errors in their operations and improving the quality of health services provided by a series of continuous improvement models of health services, including the DAMIC model. The conclusions suggest that the Six Sigma application helps reduce the variation in operations to its lowest level, so that the quality will rise to the highest possible level, which will reduce the error rate to a high degree. Therefore, the Six Sigma should be considered in hospital institutions because of its importance in reducing medical errors and improving the quality of health services provided.

أصبح تطوير المؤسسات الصغيرة والمتوسطة من الضروريات الاقتصادية المعاصرة نظ ا ر للدور البارز التي لعبته في التنمية الاقتصادية لمختلف البلدان المتقدمة والنامية على حد سواء. ومن التحديات التي ما فتئت تواجهها نجد في مقدمتها مسألة التمويل، ومن الصيغ التي لجأت إليها بعض الدول لعلاج هذه المشكلة إنشاء أسواق مالية خاصة بالمؤسسات الصغيرة والمتوسطة باعتبارها مصد ا ر من مصادر تجميع الادخار الوطني، وكذا الدولي في ظروف العولمة المالية السائدة، وملجأ الم.ص.م. للتزود برؤوس الأموال لتمويل أنشطتها المختلفة. حيث تحوي هذه الأسواق على شروط وقيود تتناسب وخصائص المؤسسات الصغيرة والمتوسطة والتي يطلق عليها في بعض الأحيان ببورصة المؤسسات الصغيرة والمتوسطة، وذلك لعدم استطاعة تلك المؤسسات تحقيق شروط ومتطلبات الدخول إلى البورصة الرئيسية، والتي نذكر من بينها سوق Alternext الفرنسي الذي انشأ في ماي 2005 وبورصة النيل المصرية التي أنشأت حديثا وذلك في أكتوبر 2007 . ولقد جاءت هذه الد ا رسة لإب ا رز أهمية إنشاء مثل هذه الأسواق ونجاحها في بعض الدول.

الإعلانات التجارية ما لها وما عليها

This research aims to study and analyze one of important activities of enterprises, which is Commercial Advertisement or Advertising, by illustrating the various opinions related to it. So, we found through this study that there are two main trends toward this activity, A first trend considers that advertising has a many advantages to Stakeholders (Enterprise, Consumers, Society), and a second trend considers that advertising has disadvantages to Consumers and Society, and generates profits only to the enterprise. As a result, through the analysis of this two main trends we can define the Advertising as a non-personal means of communication through which the enterprise seeks to inform the consumer and try to influence him and convince him to buy their products, and we can consider the advantages mentioned in the first trend as characteristics of natural and original state of Advertising, while the disadvantages mentioned in the second trend are the results of unethical practices of some enterprises (Misinformation, Falsity, exaggeration).

يعتبر التسويق بالعلاقات من المؤش ا رت الرئيسية للمفهوم التسويقي الحديث، حيث ساهم في تغيير أسلوب تفاعل المؤسسات مع زبائنها من مرحلة أسلوب المعاملات الذي يركز على إكتساب زبائن جدد إلى مرحلة أسلوب العلاقات الذي يركز على الإحتفاظ بالزبائن، حيث يعتبر نموذج مطور من التسويق يسعى للتفكير بصيغة ارتباط وتبادل وتعاون مع الزبون على المدى الطويل. والمؤسسات التي تتبنى التسويق بالعلاقات، تتمكن من تحقيق ميزة تنافسية قوية تضمن لها البقاء في سوق يتسم بالص ا رع التنافسي الشديد، وذلك من خلال خلق وبناء عملية اتصال باتجاهين بين المؤسسة وزبائنها تساهم في تحقيق الثقة والالت ا زم والمشاركة في المعلومات، وبالتالي تطوير العلاقات المستقبلية والوصول إلى رضا الزبون.

أهمية استخدام النماذج الإحصائية الخاصة بتفسير المتغيرات التابعة ذات الإستجابة الثنائية

إن محدودية نتائج النماذج الإحصائية في شكلها الإعتيادي في تفسير الظواهر المُمَثلة بالمتغي ا رت التابعة ذات الإستجابة الثنائية والمعبر عنها عادةً بالقيم ) 0،1 (، جعل خب ا رء علم الإحصاء يتجهون نحو استخدام نماذج إحصائية أخرى ذات طبيعة خاصة، تتلائم وحل مشكلة التنبؤ بالقيم الثنائية للمتغي ا رت التابعة. من هذا المنطلق تأتي أهمية هذا المقال والمتمثلة في كيفية المفاضلة في استخدام كل من نماذج الإحتمال الخطي، نماذج التوبيت النماذج اللوجستية والبروبيتية، في د ا رسة العلاقة بين القيم الثنائية للمتغير التابع الذي يمثل الظاهرة الم ا رد د ا رستها، وبين المتغي ا رت المستقلة التي تفسرها، بالإظافة إلى التطرق لفرضيات وشروط تطبيقها ومحاولة التعرض لكيفية تقدير معلماتها وتقويم ملائمة نتائجها بما يتلائم وهدف الصفة الثنائية الم ا رد البحث فيها.

أثر النفقات الاجتماعية الصحية على ترقية الرفاهية الصحية للطفولة في الجزائر دراسة قياسية للفترة ) – 1985 - 2014 )

تهدف هذه الد ا رسة إلى تحلي أثر الإنفاق العام الصحي كأحد فروع الإنفاق الاجتماعي للدولة على الرفاهية الصحية للطفولة في الج ا زئر خلال الفترة ما بين ) 1985 - 2014 (، وتم اختبار العلاقة بين النفقات العامة للصحة والتعليم و بعض المؤش ا رت الصحية لرفاهية الطفل باستخدام اختبا ا رت الاستق ا ررية ونموذج التكامل المشترك، وقد توصلت الد ا رسة إلى أن الإنفاق العام الاجتماعي على الصحة والتعليم يؤث ا رن على المدى الطويل في الرفاهية الصحية الطفولة، بحيث يؤثر الإنفاق العام الصحي تأثي ا ر إيجابيا مفس ا ر إحصائيا على الرفاهية الصحية الطفولة.
