Abstract
This study addresses a current issue under discussion, particularly in light of
the current economic conditions facing the Algerian state, namely "The Role
of Local Councils in Achieving Local Development in Algeria - A Case Study of
the Wilaya People's Council of Bordj BouArreridj 2022-2024." This study is
based on the broad powers these local councils enjoy, in accordance with
their laws, in managing and administering citizens' affairs and improving
their standard of living in social, economic, health, environmental, and other
areas, thus leading to local development for current and future generations.
To fully explore our topic, the study includes two aspects: theoretical and
practical, divided into three chapters. In the first chapter, we address the
conceptual framework of local councils and local development. In the second
chapter, we discuss the roles of local councils in embodying local
development in Algeria, in relation to the third chapter. The final chapter
addresses the field-based aspect of the study, devoted to a case study of the
state of Bordj BouArreridj, specifically the role of its state council during the
period from 2022 to 2024. The aim is to reveal the true role of the state
council of Bordj BouArreridj and assess its performance through an analysis
of the irrigation and health files conducted by the council's committees.
