They play a vital role in strengthening the state's structure and foundation. They are the optimal means for maintaining public order and are the tool that brings the administration closer to the citizen. For these entities to perform their functions, they must have sources of funding. The sources of funding for local communities are varied and diverse, encompassing both internal and external sources. External sources include grants provided by the state to the municipality, while internal funding is achieved through the collection of local taxes. Local taxation is considered one of the factors that must be promoted and developed because it is an important source of internal revenue on the one hand, and an effective tool for achieving comprehensive development on the other. Given the importance of local taxation, this study aims to analyze its impact on the revenues of local communities in Algeria through a legal and analytical study in accordance with the laws in force in Algeria. It focuses on the municipality of El-Ash as a case study for the period from 2019 to 2023, relying on the initial budget in the management section. The study concluded that the impact of local taxation remains below expectations, thus necessitating a reassessment of these revenues and the implementation of stringent measures to improve and develop the collection of local taxes at the municipal level in the coming years.Item Open Access حرب غزة 2022 في الفكرالاستراتيجي الاسر ائيلي(جامعة المسيلة, 2023) مرزوقي بلالThe 2023 war in Gaza, or the Al-Aqsa Flood, in Israeli strategic thought, is of utmost importance at the present time, given the suddenness and secrecy of this war, to the Western and Eastern world countries, the Arab countries, and even to the Palestinians and some Hamas leaders themselves. It was accordingly given a new specificity in strategic thought and attracted official and unofficial international attention. This study thus is an attempt to explore the nature the 2023 Gaza War and its impact on the global and Arab arena and the Israeli entity. Through this study’s attempt to explore of the nature and specificities of asymmetric wars, the manner in which the Israeli entity was implanted in the Arab region and particularly in Palestine will be revealed. This study’s focuses on exploring the strategic thought foundations and changes, both in The Israeli entity or the Islamic Resistance Movement of Hamas and the role of propaganda and international media in this war. Among the most prominent of these are social contract theories, leading up to Hegel and Marx, in addition to contemporary ideas from Antonio Gramsci and thinkers in the Arab and Islamic world. Moreover, the concept of local development emerged, which refers to efforts aimed at improving citizens' livelihoods, achieving societal welfare, and fulfilling outlined objectives in various sectors The study highlighted the role of civil society in achieving local development. Civil society actors are considered the third pillar of the overall political system, alongside the private and public sectors. While civil society focuses on developmental aspects, it is characterized by its natural emergence based on the concepts of initiative, volunteerism, and institutional legal frameworks. It enjoys legal personality and aims to participate in decision- making, offer suggestions at the local level, and address government developmental shortcomings in certain areas and for specific groups in society. Within the framework of modernizing local administration and exploiting technology and modern means of communication, we will later explain the most important difficulties and challenges facing the application of administrative engineering in achieving the reform of local authorities in Algeria, and their future prospects. Finally, we concluded by presenting a set of proposals to activate the application of administrative engineering and overcome its obstacles. This study belongs to descriptive studies, and relied on the descriptive approach as a main approach. This partnership aims to provide better services to citizens through sharing responsibilities and utilizing resources. It is rooted in the idea that active local entities are in a better position to understand and address challenges in their communities. Within the context of local law, these partnerships are often given an institutional character to ensure that local governance is participatory, comprehensive, and responsive to the community's needs. The law may define the framework of these partnerships to clarify and detail the roles and responsibilities of each party, providing guiding principles for cooperation and coordination. The ultimate goal of local partnerships under local law is to enhance sustainable local development that benefits everyone, ensuring that development initiatives are based on local realities and receive support and participation from all local actors and stakeholders. This approach is also seen as a means to strengthen governance. Therefore, the Algerian government has embraced the concept of local partnership as a mechanism for achieving local development and establishing the foundations of good governance. This has led the Algerian legislator to issue Law No. 11/10 concerning municipalities. Particularly, it focuses on the interactions that result from the dynamics of demands and resources (inputs and outputs), which clearly highlight various disparities. This leads us to diagnose and analyze the management strategy in the local authorities system as an administrative and political institution within the structure of local public authorities, and the role of civil society in shaping and implementing local public policies, especially in the economic field, which is responsible for wealth generation. This reveals the limits of autonomy granted by law in this area. As a local development administration, it seeks the most effective model to achieve its goals in serving the citizens. To overcome the structural and functional crisis facing the local authorities system, we have attempted to propose a comprehensive reform vision from the perspective of local governance for all institutional systems of the state.
