| dc.description.abstract | مه تلك الحقوق التي ما فتئت تتوسع، كل ذلك خدمة لإلنسان على أساس طبيعته وتثمينا له باعتباره الكائن المسؤول على عمارة األرض ، فتأسست شرعة حقوق االنسان بكل تنوعاتها السياسية واالجتماعية والثقافية والمدنية واالقتصادية وغيرها، وتبلورت أليات عملية لحمايتها دوليا وداخليا، و أعطت الضمانات الالزمة من أجل ترقيتها ودعمها فأصبحت المواثيق الدولية والدساتير الوطنية تسعى لتضمينها وتقنينها تحت قبة هيئة األمم المتحدة ومنظماتها ومجالسها من اجل الدفاع عن تلك الحقوق في السلم والحرب ، وباتت ملزمة لكل الدول ولو تعارض قانونها الداخلي مع المواثيق الدولية في هذا المجال ، ورغم الصعوبات التي ال تزال تعترض سبيل تطوير تلك الحقوق إال أن ايمان الشعوب بحقوقها يبقى في صدارة انشغاالتها ال يلبث بين الفينة واألخرى أن يظهر كمحرك لضميرها ودافعا لها من اجلّ إعالء كرامة االنسان وصون حياته وحريته. الكلمات المفتاحية: اإلعالن العالمي، حقوق االنسان، األليات، الضمانات، المواثيق الدولية، The Universal Declaration of Human Rights paved the way for developing the idea of human rights and defining the list of those rights that continues to expand, all in the service of man on the basis of his nature and in appreciation of him as the being responsible for the construction of the earth. Thus, the Declaration of Human Rights was established in all its political, social, cultural, civil, economic and other diversities, and mechanisms were crystallized. A process to protect them internationally and internally, and gave the necessary guarantees for their promotion and support, so international conventions and national constitutions sought to include and codify them under the dome of the United Nations and its organizations and councils in order to defend those rights in peace and war, and they became binding on all countries even if their internal law conflicted with international conventions in In this field, despite the difficulties that still stand in the way of developing these rights, peoples’ belief in their rights remains at the forefront of their concerns, and from time to time it appears as a mover of their conscience and a motivation for them to uphold human dignity and preserve his life and freedom.
