dc.description.abstractThis study aims to analyze the role of administrative leadership in the success of digital transformation projects at the level of local administration, through a case study of Tarmount Municipality in M’sila Province during the period 2022–2024. The study adopted both the descriptive-analytical method and the case study approach, relying on field tools, especially a questionnaire distributed to municipal employees. The findings revealed that administrative leadership plays a crucial role in guiding and enabling digital transformation by providing direction, motivation, and a supportive organizational environment. However, the process still faces major challenges such as lack of training, inadequate technical equipment, and limited strategic vision. The results also confirmed that digitization has improved public services, particularly by reducing congestion at service counters and accelerating administrative procedures. The study recommends investing in human capital, adopting flexible and competent digital leadership, and developing a clear local digital strategy to ensure successful transformation within local governments.
