Abstract
رغم أن ظهور مراكز الفكر والبحث يعود لما بعد الحرب العالمية الثانية، إلا أن الاهتمام بها تزايد في فترة التسعينات أي بعد نهاية الحرب الباردة، بحيث شهدت انتشارا كبيرا في معظم دول العالم بعدما كانت تقتصر على الولايات المتحدة فقط ، ولا يقتصر الاهتمام بها لكثرة عددها فحسب بل لزيادة واتساع نطاق نشاطاتها ومساهمتها، حيث أنها أصبحت من الدوائر المهمة والرئيسية التي تساهم في صنع وتوجيه عملية صنع القرار في السياسة الخارجية للكثير من الدول.
تعتبر إسرائيل من الدول التي تمتلك عددا معتبرا من هذه المراكز مقارنة بحجمها الجغرافي وكذا تاريخها الذي لا يتعدى 70 سنة، لكن هذا لم يمنع من إنشاء العديد من المراكز التي ينتمي اغلبها إلى الجامعات الإسرائيلية ، إضافة لبعض المراكز التي تحظى باستقلالية نسبية.
إن المتتبع لمؤتمر هرتيسيليا السنوي الذي ينظمه مركز هرتيسيليا، يلاحظ من خلال طبيعة المشاركين ( أغلبهم من الرسميين وصناع القرار) وكذا التوصيات والمقترحات التي يخرج بها المؤتمرون، أن هذا المؤتمريرسم جدول الأعمال الاستراتيجي للدولة العبرية،مشكلًا خلفية للبحث بالمقتضيات السياسية العملية، لغرض تحديد سلم الأولويات الوطنية الصهيونية.
Although the emergenceofThink tank Centers goes back to the post-World War II, attention to them increased in the nineties, after the end of the Cold War, which saw a large spread in most countries of the world after it was limited to the United States only, But to increase and widen its scope of activities and contribution, as it has become one of the main and important departments that contribute to the making and directing of the decision-making process in the foreign policy of many countries.
Israel is one of the countries with a significant number of these centers compared to its geographical size as well as its history of 70 years, but this did not prevent the establishment of many centers, mostly belonging to Israeli universities, in addition to some centers that enjoy relative independence.
The follower of the Herzliya Conference, organized by the Herzliya Center, notes the nature of the participants (most of them official and decision-makers) as well as the recommendations and proposals made by the conference participants. This conference paints the strategic agenda of the Hebrew State; National Zionist priorities.
