Summary in English:
In our memorandum, we studied and analyzed the principles and objectives of
Algerian investment law, which was characterized by the new legal approach of the
Algerian legislator to the notion of investment, which we observed moving smoothly
from the narrow concept towards the expanded concept of investment taking into
account foreign investments, which was reinserted within the framework of the general
economic strategy of the Algerian State.
We also analyzed and studied what was new to enable the Algerian Investment
Promotion Agency, as an operational public body of the State, and to manage both the
digital platform and economic real estate in its industrial and tourism branches and
discussed the investment advantages that fit into the principles and objectives of
investment in Algeria.
Our conclusion, after having underlined the positive nature of this new law, is to
propose more coordination between the Algerian Agency for the Promotion of
Investments and the Administration of State Domains in all that concerns the
procedures for developing concession contracts and transfer contracts for state-owned
real estate, private state property intended for the implementation of investment
projects.
