| dc.description.abstract | تهدف كل الدول و منها الجزائر الى حماٌة االنسان أو باألحرى مواطنٌها من المخاطر التً تحدق بهم و بما أن حماٌة البٌئة من حماٌة االنسان ذلن انها المحٌط الذي ٌعٌش فٌه شهد لطاع البٌئة فً الجزائر عناٌة مضاعفة و اهتمام لوي خاصة بعد صدور أول لانون متعلك بحماٌة البٌئة سنة 2983 حٌث أن الجزائر تنتهج حالٌا آلٌات عدٌدة للحفاظ على البٌئة فً الكثٌر من الموانٌن لدٌها كمانون 20 -03 المتعلك بحماٌة البٌئة فً اطار التنمٌة المستدامة، المانون 21-05 المتعلك بالمٌاه و غٌرها من الموانٌن. و من هذه اآللٌات آلٌات أو وسائل ادارٌة ولائٌة تهدف الى ولاٌة البٌئة من االضرار التً لد تلحك بها و آلٌات اخرى ردعٌة و المتمثلة فً المسؤولٌة اإلدارٌة أي الجزاء الذي تولعه اإلدارة كالولف المؤلت للنشاط و المسؤولٌة المدنٌة أي التعوٌض عن االضرار، اضافة إلى تعزٌز الجانب الجنائً المعزز بنظام ردعً صارم ضد االعتداءات البٌئٌة حٌث All countries, including Algeria, aim to protect people, or rather their citizens, from the risks that beset them, and since the protection of the environment is from human protection, it is the environment in which the environmental sector in Algeria has witnessed double care and strong attention, especially after the issuance of the first law related to environmental protection in 1983, as Algeria currently pursues many mechanisms to preserve the environment in many laws it has as Law 10-10 related to environmental protection in the framework of sustainable development, Law 05-12 related to water and other laws. And among these mechanisms are mechanisms or preventive administrative means aimed at protecting the environment from the damage that may be caused to it and other deterrent mechanisms represented in administrative responsibility, i.e. the penalty that the administration expects, such as the temporary endowment of activity and civil liability, i.e. compensation for damages, in addition to strengthening the criminal side reinforced by a strict deterrent system against environmental attacks, as it includes severe penalties that result from these attacks up To the point of execution as a sentence in some crimes.
