| dc.description.abstract | تعتبر الإدارة المحلية هي الخلية الأساسية للدولة، وهذا راجع للتحول في نظام الدول وميلهم نحو التوسع طية الشعبية وتجسيدا ا للديمقر طي لنظم الإدارة المحلية وتعتبر الهيئات المحلية انعكاسا ا الديمقر في التطبيق تيجي الذي تحتله الإدارة المحلية في التنظيم الإداري للدول ا الاستر للامركزية الإقليمية، ولقد كان الموقع بما فيها الجز أن ئرا تكون في صلب سةادر قضايا واحتياجات المواطنين ومعالجتها . ولكن لكي تقوم هذه الهيئات المحلية بأعمالها وتحقق أهدافها المنشودة يجب أن يوفر لها الإمكانيات المدية والبشرية، ولا يكفي ذلك فقط بل يجب يتم أن دعمها بكل الإصلاحات القانونية والإدارية والتنظيمية التي تجعلها تواكب المتغير تا الإدارية المعاصرة . ئرية ا الجز ونظر ا للثغر تا التي عرفتها معظم الإصلاحات التي حضيت بها الإدارة المحلية و الاختلالات التي تعترض طريق أدائها ، كان إلزاما على السلطة الوصية أن تصدر جملة من الإصلاحات الجديدة بما فيها إصلاح القانون الخاص بالبلدية والولاية وكذا استحداث مقاطعات إدارية جديدة تحت ما يعرف بالولايات المنتدبة في إطار تقسيم إداري إقليمي جديد، من أجل تقريب الإدارة من طية التشاركية لتحقيق أهم مبادئ اللامركزية الإدارية في واقع ملموس . ا الديمقر المواطن، وتكريس مبدأ الكلمات المفتاحية : الحوكمة – الديمقراطية التشاركية – الإدارة المحلية . Summary of the study The local administration is considered the main cell of the state and this is due to the payroll system change towards democratic implementation of local systems and local organizations .it was a strategic location that is occupied by the local administration in the administrative organization of states including Algeria to be at the heart of the study of business and the needs of citizens and treating it. But of these local bodies work and achieve its objectives it must provide the material and human potential and it is simply not enough it must be supported by all legal and administrative and regulatory reforms making it follow pace of contemporary administrative changer. Due to the changes experienced by most of the reforms that blessing by Algerian local government and imbalance in the way of this performance he responsibility of the authority to issue a series of new reforms including reform of the law on municipalities and department as well as the departments principle of the division of consultative democracy to achieve the most principles important administrative decentralization actually. | en_US |
