| dc.description.abstract | جاء موضوع الدراسة الموسومة بعنوان الرقابة الوصائية على الجماعات المحلية في الجزائر، وقد توصلنا من خلال هاته المذكرة أن المشرع الجزائري قد مس بمبدأ استقلال الهيئات اللامركزية، وذلك من خلال تطبيقه للرقابة المشددة المستمدة من النموذج الفرنسي، وطبقها على المجالس المحلية، حيث أن ومن خلال الرقابة الوصائية على أعمال هاته الأخيرة لم يحترم استقلالية هذه الهيئات. وعلى هذا الأساس حاولنا من خلال موضوع البحث المتمثل في الرقابة الوصائية على أعمال المجالس المحلية ، قمنا بتخصيص الفصل الأول لتشديد الرقابة الوصائية وذلك بإظهار آلياتها حيث تأخذ عدة أشكال تتمثل في الإقالة والتوقيف أو تتخذ شكل الإقصاء النهائي وكذلك الحل على الأعضاء، والمصادقة والإلغاء على أعمال المجالس المحلية والحلول محل الجهات المحلية خاصة سلطة الوالي في الحلول محل رئيس المجلس الشعبي البلدي في المبحث الأول ، وآثارها في المبحث الثاني وفي الفصل الثاني تطرقنا بالتفصيل في توسيع الرقابة الوصائية على أعمال المجالس المحلية، من خلال طبيعة الأعمال الخاضعة للرقابة في المجالس المحلية في المبحث الأول ، وجاء المبحث الثاني ليتناول آثار الرقابة على أعمال المجالس المحلية. الكلمات المفتاحية المجالس المحلية ، الجماعات المحلية ، اللامركزية ، الرقابة الوصائية ، الإقالة ، التوقيف ، الإقصاء ، الحل ، المصادقة ، الإلغاء ، الحلول Abstrat.
