تهدف هذه الدراسة إلى استكشاف دور الذكاء الاصطناعي في تطوير حوكمة مديرية الشباب والرياضة بالمسيلة، من خلال تحليل تأثيره على الأبعاد السياسية والإدارية (التقنية) والاقتصادية والاجتماعية للحوكمة.

- أظهرت الدراسة أن الذكاء الاصطناعي يساهم بفعالية في تعزيز الشفافية والمساءلة داخل مديرية الشباب والرياضة، مما يدعم اتخاذ القرارات السياسية بشكل أكثر دقة وموضوعية، ويقلل من تأثير المحاباة أو التحيز الشخصي.

Abstract :
This study aims to explore the role of artificial intelligence in enhancing the governance of the Youth and Sports Directorate in M'sila. It analyzes its impact on the political, administrative (technological), economic, and social dimensions of governance. The results indicate that artificial intelligence promotes transparency and accountability, contributes to more accurate political decision-making, improves administrative processes through automation and error reduction, and supports investment in financial and human resources for social programs. However, the Directorate faces challenges related to the shortage of technical expertise, infrastructure, and the need for sustainable funding. Overall, artificial intelligence emerges as an effective tool for improving the quality of administrative services, increasing stakeholder confidence, and enhancing sustainable development in the sector.

This study is of great importance because it addresses a contemporary topic, which is the role of artificial intelligence in developing the governance of the sports institution, within the framework of the Youth and Sports Directorate in the state of M'Sila. The importance of the topic stems from its quest to understand how artificial intelligence technologies can be employed to improve management patterns and enhance governance principles in all their dimensions. On the one hand, the study aims to highlight the role of artificial intelligence in enhancing the political dimension of governance by supporting transparency and accountability in decision-making. On the other hand, it highlights its contribution to developing the administrative (technical) dimension by improving performance efficiency and service quality. It also seeks to clarify how these technologies can contribute to enhancing the economic and social dimension of governance by rationalizing resources and improving the relationship with the societal environment Therefore, this study not only keeps pace with current digital transformations, but also contributes to providing a practical scientific vision for modernizing local sports management in line with the requirements of good governance.

6- Study results:
The study showed that artificial intelligence effectively contributes to enhancing transparency and accountability within the Youth and Sports Directorate, supporting more accurate and objective political decision-making and reducing the impact of favoritism or personal bias.
The results showed that artificial intelligence improves administrative processes by automating repetitive tasks, speeding up procedures, and reducing human errors, which increases the efficiency and effectiveness of administrative performance within the directorate.
Artificial intelligence has contributed to improving the investment of financial and human resources, supporting social programs targeting youth, and reducing social disparities within the Directorate's scope of activity, thus contributing to sustainable development in the economic and social sectors.
The study highlighted several challenges, including the lack of technically qualified personnel, the need for advanced technical infrastructure, and the need for continuous financial support to develop and maintain smart systems.
Artificial intelligence has been shown to be a powerful tool for developing governance in the Youth and Sports Directorate in M'Sila, as it has contributed to improving the quality of administrative services, increasing transparency, and improving the distribution of resources, thus enhancing the confidence of stakeholders in the institution.
7- Study recommendations:
- The Directorate should organize ongoing training programs to qualify human cadres in the field of artificial intelligence and digital technologies, to ensure the effective and sustainable use of technology in developing governance.
- Providing and updating the hardware and software necessary to implement artificial intelligence systems in an integrated manner within the directorate, while ensuring continuous technical support to avoid technical malfunctions that may disrupt the workflow.
- It is necessary to allocate sufficient budgets to develop artificial intelligence systems, including updating systems, training employees, and improving administrative and financial processes, in order to achieve maximum benefit from these technologies.
- Using artificial intelligence to monitor administrative and financial processes within the directorate to reduce opportunities for corruption and favoritism, and improve trust among all stakeholders.
