| dc.description.abstract | بمجرد عودة الأزمة المالية، وانهيار أسعار البترول عادت الجزائر إلى ترشيد النفقات، فلجأت الدولة إلى التفويض وكانت الإشارة له، بموجب المرسومين الرئاسي 15/247 والتنفيذي18/199. حيث كانت الدولة هي الوحيدة المسؤول عن تسيير المرافق العامة لكن بعد الأزمة الاقتصادية الحادة التي عرفتها الدولة الجزائرية، أصبح تسيير وإدارة وإنشاء هذه المرافق يشكل عبء كبير على الخزينة العمومية. وقامت الدولة على إيجاد أساليب أخرى حديثة أكثر فعالية ونجاعة.
